Overview
GovCIO is currently hiring for a Senior Technical Writer with advanced expertise in content creation, document design, and editorial governance to streamline operations for a mission-critical U.S. Coast Guard (USCG) program. This position will be located in Alexandria, VA,and will be a hybrid position. Responsibilities
As a Senior Technical Writer, this role provides technical writing, editing, formatting, and proofreading support to the Operations Applications Product Line (OAPL) to improve operational efficiency and IT delivery. Core responsibilities include:
  • Provide technical writing and editorial support, including content creation, formatting, proofing, and editing for all OAPL documentation.
  • Collaborate with project coordinators and technical teams to document OAPL All Hands, Strategic Offsites, SMR/PMRs, deep-dives, briefings, and senior leadership updates.
  • Develop, format, and maintain SELC documentation, including Project Charters, Tailoring Plans, and Project Plans.
  • Support procurement phases by formatting and drafting market research reports and requirements verification artifacts.
  • Elicit and structure information from users and stakeholders to create clear technical documentation and user guides.
  • Translate complex operational workflows and functional requirements into precise, easy-to-understand documentation and templates.
Qualifications

High School with 9+ years (or commensurate experience)

Required Skills and Experience

  • Proven experience in technical writing, editorial oversight, content creation, and document formatting within a technical or IT environment.
  • Demonstrated ability to proof, edit, and synthesize complex operational workflows or functional requirements into user-friendly documentation.
  • Excellent written and verbal communication skills, including presentation and stakeholder engagement.
  • Strong organizational skills and the ability to manage multiple writing initiatives simultaneously.

Clearance Level: Must have an active Secret clearance

Preferred Skills and Experience

  • Experience supporting the U.S. Coast Guard, DoD, or other federal contracting environments.
  • Familiarity with USCG SELC lifecycles, documentation frameworks, or continuous improvement methodologies.
  • Experience utilizing advanced document design tools, content repositories, or collaborative platforms (e.g., SharePoint, Confluence).
