Full Job Description
ASRC Federal Mission Solutions is a premier provider of systems engineering, software engineering, system integration, and project management services for real-time, mission-critical defense systems. We are currently seeking a highly motivated Technical Program Manager with Department of Defense experience in Moorestown, NJ.

Responsibilities:
  • This position requires a unique blend of project management, business development, tactical and strategic skills
  • This role will guide solutioning of opportunities with the customer program team as well as managing execution of existing programs
  • Work to respond to RFIs, RFPs, White Papers, and proposals with various teammates
  • Responsible for technical, cost, and schedule performance of Aegis/BMD/USN technical projects in accordance with contract requirements
  • Working within and supporting a Project Team, provide project direction to a matrixed team of personnel from all disciplines including software and test engineering, quality assurance, configuration management, data management and finance
  • Successfully lead and own applicable steps in the business development lifecycle to incrementally improve win probability and position the organization to craft a compelling technical and pricing solution while identifying and managing risk
  • Assist with the coordination and development of proposals utilizing company proprietary tools and processes
  • Work collaboratively with contracts and finance to negotiate proposal value and scope with the customer
  • Participate/lead in bid decisions, development of cost strategies and phase/gate reviews
  • Analyze RFIs and RFPs in concert with partners and prepare questions for the customer
  • Collaborate across the organization supporting finance and functional activities to establish budgets and performance plan for project execution
  • Support the creation and presentation of project execution status to internal leadership and external customers
  • Ensure timely completion of project tasks within budget utilizing appropriate scheduling and change control processes
  • Support creation and tracking of Estimates to Complete (ETC) and Comprehensive Estimate at Complete (CEAC) analysis
  • Support Perform Risk & Opportunity Management and Change Management across efforts


Requirements:
  • Bachelor's Degree in an Engineering discipline (Electrical, Computer, Computer Science) and 5-7 years of related experience
  • This position requires the ability to obtain and maintain a government clearance, U.S. Citizenship is required
  • This position requires the successful applicant to obtain and maintain the required security clearance or other authorization(s) within the necessary timeframe required by applicable contract(s)
  • Working knowledge of the Defense and National Security space
  • Possess versatile and persuasive written and presentation communication skills
  • Experience with or knowledge of current Software development methodologies and practices
  • Travel required up to 5%


Preferred Qualifications:
  • 10+ years of experience working on projects entailing the development of software products or solutions with desired experience with development for tactical real-time mission critical systems
  • Experience supporting proposal and negotiation efforts across different contract types including Cost Plus (Incentive Fee, Award Fee and Fixed Fee), Time & Material (T&M), and Firm Fixed Price (FFP) contracts
  • Large Scale Combat Systems design and development experience including algorithms, software, data analysis, and modeling and simulation
  • Prior experience in the defense industry or related field
