Job DescriptionPrincipal Technical Program Manager Position OverviewOracle Government Defense & Intelligence is seeking a Principal Technical Program Manager to lead complex, cross-organizational technical programs supporting sovereign and government cloud capabilities. This role will align engineering, operations, product, security, and stakeholder teams around clear priorities, execution plans, risks, milestones, and measurable outcomes. The ideal candidate brings technical depth, program discipline, strong communication, and the ability to drive results across ambiguous, high-impact initiatives.
Key Responsibilities- Establish scope, milestones, program plans, dependencies, risks, and execution strategies for complex technical programs.
- Manage cross-functional initiatives that impact product, business, infrastructure, operational readiness, or customer commitments.
- Lead program execution across engineering, release management, operations, customer success, and stakeholder teams.
- Identify and manage highly complex issues, bottlenecks, risks, and tradeoffs; escalate with clear options and recommendations when appropriate.
- Develop program standards, operating mechanisms, reporting, dashboards, forecasts, and models to improve execution visibility.
- Drive continuous improvement, process optimization, automation opportunities, and operational efficiencies across workstreams.
- Facilitate technical discussions, align priorities, resolve blockers, and maintain effective communication with leadership and stakeholders.
- Act as a liaison across stakeholder teams to protect customer success and Oracle commitments.
Minimum Qualifications - 11 years of experience as a Program Manager leading large technical programs, development or implementation projects, or complex cross-functional programs from conception to delivery; or bachelor's degree in a relevant field and 7 years of such experience; or master's degree and 5 years; or doctorate and 3 years.
- Demonstrated technical leadership, cross-functional program leadership, roadmap management, prioritization, risk management, and stakeholder communication skills.
- Experience managing program scope, milestones, dependencies, risks, resourcing, reporting, and executive communications.
- Demonstrated ability to work across engineering and business teams to deliver complex technical outcomes.
Preferred Qualifications - 12 years of technical program management experience or equivalent advanced degree plus experience.
- 2 years of experience working with operating budgets and/or project financials.
- 8 years of experience in enterprise cloud services or large enterprise customer environments.
- 5 years of experience with software development lifecycle methodologies and tooling.
- 6 years of experience leading cross-functional, cross-level matrixed teams.
- Experience with stakeholder facilitation, leadership presentations, data analysis and reporting, Oracle products, and project management certifications such as PMP, CSM, Lean Six Sigma, or ITIL.

QualificationsUS: Hiring Range in USD from: $83,000 to $166,100 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.
