Job Description:

We are seeking a highly experienced, mission-driven Technical Program Manager to lead a large-scale federal software development and IT/cloud modernization program. This role requires strong technical acumen combined with executive-level program leadership. The Program Manager is accountable for full lifecycle delivery, including technical execution, Agile/DevSecOps transformation, cloud modernization strategy, financial performance (P&L), stakeholder engagement, and contract compliance. The ideal candidate has deep experience modernizing legacy systems, implementing cloud-native architectures, driving DevSecOps adoption, and overseeing complex multi-team engineering efforts across hybrid and cloud environments.

Key Responsibilities:

Program Leadership & Strategic Delivery

  • Serve as the senior leader for a multi-year modernization program, overseeing strategy, planning, execution, and delivery.
  • Align program technical and business goals with mission needs, federal acquisition regulations (FAR), and agency governance standards.
  • Lead integrated teams across software development, cybersecurity, cloud engineering, infrastructure, IT service management, and operations.
  • Establish program-wide technical roadmaps that support application modernization, legacy system transformation, and cloud migration objectives.

Financial & Contractual Management

  • Oversee budget planning, forecasting, T&M/FFP/CPFF contract structures, and financial accountability.
  • Ensure accurate and timely CPARS, EVMS, SLA reporting, and delivery of all contractual artifacts.
  • Oversee multiple task orders, contract mods, labor mix planning, and CLIN management across a complex portfolio.

Technical Oversight & Modernization Execution

  • Provide technical leadership across Agile, DevSecOps, Azure and Service Now development, and enterprise modernization initiatives.
  • Direct modernization of legacy systems into scalable architectures
  • Oversee implementation of CI/CD pipelines, automated testing, IaC (Infrastructure as Code), and secure development practices.
  • Lead cloud modernization leveraging Microsoft Azure services including IL2, IL4, IL5, IL6 environments and relevant governance frameworks.
  • Ensure application and cloud environments comply with FedRAMP, NIST 800-53, CMMC, FISMA, Zero Trust, and the ATO process.
  • Establish and enforce coding standards, DevSecOps engineering best practices, and quality benchmarks to ensure resilient, scalable, and maintainable systems.
  • Integrate emerging technologies such as AI/ML, automation tooling, and advanced analytics to accelerate modernization outcomes.
  • Oversee use of FinOps practices and cloud cost optimization tools (Cloudability, Kion) to manage cloud expenditures.

Team Leadership & Talent Development

  • Lead and mentor geographically distributed teams including engineers, architects, PMs, DevSecOps practitioners, and analysts.
  • Promote a culture of continuous improvement, technical excellence, and Agile delivery.
  • Support workforce evolution and change management during tech stack modernization and adoption of new tools/processes.

Client & Stakeholder Engagement

  • Build trusted relationships with federal executives, COR/CO stakeholders, mission owners, and technical leadership.
  • Lead technical exchange meetings, program reviews, and milestone briefings.
  • Coordinate with cross-functional teams, vendors, and enterprise partners to ensure cohesive technical execution.

Required Qualifications:

Education:

  • Bachelor’s degree in Computer Science, Engineering, Information Systems, Business, or related field; Master’s or MBA preferred.

Experience:

  • 7–10+ years managing large federal IT modernization programs with strong technical oversight responsibilities.
  • Demonstrated experience in cloud modernization (Azure preferred), DevSecOps, Agile delivery, and legacy system transformation.
  • Proven success leading multi-disciplinary engineering teams and managing complex portfolios or task orders.
  • Experience with cloud governance, cybersecurity compliance, and enterprise-scale modernization.
  • Experience with EVM, CPARS, SLAs, and major federal contract reporting requirements.

Skills:

  • Understanding of cloud platforms (Azure IL2–IL6), Service Now, , containerization, CI/CD, automated testing, and modern software engineering practices.
  • Strong understanding of federal cybersecurity frameworks: FedRAMP, NIST 800-53, CMMC, FISMA, ATO, Zero Trust.

Clearance: Active Secret clearance. (Preferred Top Secret)

The likely salary range for this position is $195,500 - $264,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
