Overview

Senior TD Branch PM Support to provide senior project management support for the Therapeutics Discovery Branch within the Molecular Biology Division. This position provides direct support to Principal Investigators and branch leadership by managing project planning, execution, cost, schedule, performance, risks, and deliverables across a diverse research portfolio. The incumbent supports proposal development, research agreements, budget execution, project tracking, risk mitigation, regulatory reviews, scientific reporting, and portfolio management activities. This role requires the ability to work independently while maintaining visibility across multiple research efforts and supporting approximately 20-30 projects with a total annual portfolio value of $5-10 million.

Responsibilities

  • Create, revise, and review proposal documents and Principal Investigator submissions for new research projects.
  • Verify Project Review Committee (PRC) packages are complete and properly routed.
  • Assist with development and formatting of spend plans, schedules, timelines, and statements of work.
  • Track project proposal status and coordinate review activities with Directorate Project Managers and BIP personnel.
  • Ensure research agreement packages are complete and routed appropriately for approval.
  • Track research agreement expiration dates and coordinate renewal submissions to prevent service interruptions.
  • Monitor project milestones, deliverables, agreements, and reporting requirements.
  • Coordinate project invoicing activities and ensure project information is accurate and up to date.
  • Assist with tracking full-time equivalent (FTE) project coverage for Branch personnel funded through research projects.
  • Consolidate and report project, staffing, and Command Budget Estimate (CBE) data.
  • Assist with project budget adjustments, execution activities, and financial reporting requirements.
  • Review and report project schedule, cost, and performance metrics.
  • Identify project issues and risks and communicate status to Principal Investigators and leadership.
  • Assist with development of risk mitigation strategies and recovery plans for projects experiencing performance challenges.
  • Participate in Branch, Division, and Command-level Review and Analysis (R&A) activities.
  • Review budget execution reports and assess project spend plans for compliance with approved funding strategies.
  • Assist Principal Investigators in identifying solutions to project execution issues and risks.
  • Initiate and manage Change Requests (CRs) involving cost, schedule, and scope modifications.
  • Assist with development, review, and submission of Change Request documentation.
  • Provide quality control and quality review support for project documentation.
  • Compile Branch-level project and scientific data supporting Institute and Command taskers.
  • Assist with initiation of Dual Use Research of Concern (DURC) reviews.
  • Support institute clearance processes for manuscripts, presentations, abstracts, and scientific communications.
  • Monitor project deliverable due dates and support timely sponsor submissions.
  • Communicate and coordinate with Branch Chiefs, Principal Investigators, study staff, sponsors, and support organizations.
  • Track completion of critical tasks, milestones, procurements, agreements, and project deliverables.
  • Conduct product and service research to support laboratory acquisitions and project requirements.
  • Participate in weekly leadership and scientific progress meetings.
  • Support development of technical reports, manuscripts, research proposals, and scientific documentation.
  • Identify potential funding opportunities and communicate recommendations to leadership and the TPOC.
  • Provide project management support to additional Directorates or Divisions when required.
  • Support Institute-level special projects and strategic initiatives as assigned.
  • Manage approximately 20-30 active projects with a combined annual research portfolio of approximately $5-10 million.
  • Other duties as assigned


Qualifications

  • Bachelor's degree in Project Management, Business Administration, Life Sciences, Public Administration, Scientific Management, or a related field.
  • Minimum one (1) year of project management experience.
  • Minimum two (2) years of experience supporting scientific, laboratory, technical, or research environments.
  • Degree in Project Management or current Project Management Professional (PMP) certification.
  • Demonstrated ability to work independently with limited technical direction.
  • Demonstrated ability to organize and prioritize multiple projects and competing requirements.
  • Experience supporting project planning, budgeting, scheduling, reporting, and execution activities.
  • Experience tracking project cost, schedule, performance, issues, and risks.
  • Experience reviewing, coordinating, and maintaining project documentation and deliverables.
  • Ability to communicate effectively with scientists, technical staff, project teams, and leadership.
  • Ability to identify and mitigate project risks.
  • T3 investigation required.
  • Successfully pass background and drug screening


Preferred Qualifications:
  • Current PMP certification.
  • Experience supporting federal research, laboratory, scientific, or biodefense programs.
  • Experience supporting research proposal development and research agreement management.
  • Experience supporting project portfolios valued at $5M or greater.
  • Experience working with sponsor-funded research efforts and government research organizations.
  • Experience supporting budget planning, spend plan development, and project execution reviews.
  • Experience supporting DURC reviews and scientific publication approval processes.
  • Experience supporting scientific reporting, manuscript development, and proposal preparation.
  • Experience coordinating multidisciplinary scientific project teams.
  • Experience supporting command-level reporting and strategic planning activities.
