Position Summary

Base-2 Solutions is seeking a Senior Systems Engineer to support DIA's National Digital Exploitation and OSINT Center (NDOC) under a 10-year contract. The role involves performing and managing systems engineering tasks including requirements analysis, system design, integration, testing, and documentation. The position also includes scrum master responsibilities to lead a software development team, manage risks, and drive process improvements. Work is primarily on-site in Bethesda, MD with some flexible remote work possible.
Essential Duties and Responsibilities
  • Perform and manage systems engineering activities such as feature and requirements analysis, design, implementation planning, integration and test, sustainment, documentation, deployment, and system assessment.
  • Execute systems engineering tasks within Agile sprints and releases, supporting sprint and release planning and contributing to work tickets and program documentation.
  • Support and employ Model Based Systems Engineering (MBSE) approaches in coordination with the Lead Systems Engineer and team members.
  • Define processes for technical platforms, system specifications, and hardware/software compatibility parameters.
  • Assist in establishing systems engineering processes and tools for analysis, problem diagnosis, solution design, integration and test preparation, risk assessment, and mitigation planning.
  • Manage a scrum team performing development activities across microservices and support system architectures.
Required Qualifications
  • Bachelor's degree in Engineering, Computer Science, Systems Engineering, or related field, or equivalent experience with 12+ years in software development, systems engineering, or related field.
  • Experience creating design packages and workflows.
  • Experience writing technical solutions and whitepapers.
  • Experience implementing Agile processes and techniques.
  • Experience facilitating scrum activities including Planning, Retrospective, Grooming, and Review/Demo.
  • Experience with Gitlab workflow, JIRA, Confluence, or similar collaboration tools.
  • Excellent verbal and written communication skills.
  • Familiarity with MBSE approaches and tools or experience with similar frameworks.
Preferred Qualifications
  • Software development experience with programming languages such as Python, Java, and React.
  • Experience with database systems, search engines, model view controller (MVC) frameworks, and web applications.
  • Experience with Red Hat, CentOS, or Oracle Linux.
  • Experience with big data applications.
  • Scaled Agile Framework certification (SAFe Agilist or equivalent).
  • Familiarity with continuous integration/continuous development tools such as Jenkins or Bamboo.
