Senior Systems Engineer--Outreach Lead

ROLE OVERVIEW
Red Arch Solutions is seeking a highly experienced, senior-level Outreach Lead to spearhead interagency collaboration and strategic partnerships for a massive, enterprise-wide data modernization program supporting the Defense Intelligence Agency (DIA).
With over 20 years of experience, you will serve as the principal liaison for establishing and managing formal and informal partnership agreements across key IC organizations (e.g., NSA, CIA, IC CDO Office, Service Intelligence Components). You will be responsible for defining engagement strategies, organizing high-level technical exchange meetings, and ensuring that our data governance and metadata standards align seamlessly with the evolving IC Data Ecosystem.
KEY RESPONSIBILITIES
  • Strategic Partnership Management: Identify, develop, and execute partnership engagement strategies for key IC organizations, defining collaboration objectives, communication protocols, and joint working arrangements.
  • Interagency Agreements: Lead the establishment of formal collaboration mechanisms. Provide senior technical expertise for drafting working group charters, technical requirements for MOUs/agreements, and joint integration specifications
  • Executive Facilitation: Organize, lead, and facilitate monthly Technical Exchange Meetings, bi-monthly Stakeholder Engagement Meetings, and high-level workshops on data tagging best practices and governance approaches.
  • Standards Alignment: Coordinate continuously with IC Standards Liaisons to ensure the program's alignment with evolving IC standards/policies, representing the agency's perspective in IC-wide standards development.
  • Knowledge & Metrics Reporting: Oversee the documentation of data sharing methods enabling information sharing within DoD-IC, ensuring the delivery of Monthly Data Sharing Reports that track business process support and autonomous data analysis progress.

REQUIRED QUALIFICATIONS

  • Clearance: Active, current Top Secret / SCI with Polygraph is mandatory.
  • Experience: 20+ years of progressive professional experience, with at least 10 years dedicated to strategic outreach, interagency collaboration, or data governance within the DoD/IC.
  • Technical Literacy: Deep understanding of the IC Data Reference Architecture (IC DRA), ICD 504 mandates, and enterprise-level intelligence data sharing paradigms.
  • Education: Bachelor's degree in communications, Business, Information Systems, or a related discipline (master's preferred).

DESIRED SKILLS & FRAMEWORKS
  • Exceptional executive-level presentation and negotiation skills.
  • Proven track record of successfully drafting and executing Memorandums of Understanding (MOUs) between federal intelligence agencies.
  • Familiarity with organizational change management and adoption metrics related to data modernization.

Salary range for this position $195.000-$230.000 #CJ
