Full Job Description
Western Door Federal is seeking a Senior Systems Analyst. The Senior Systems Analyst supports Marine Corps Installations Command (MCICOM) by optimizing Defense Agencies Initiative (DAI) business processes, financial operations, and reporting capabilities. This role serves as a trusted advisor to financial and operational stakeholders, providing data-driven recommendations that improve funds execution, financial visibility, transaction accuracy, and business process effectiveness. The ideal candidate combines expertise in DAI, financial management, business process improvement, and data analytics.

This is a hybrid position with 1-2 days a week on site at the Pentagon.

Responsibilities include, but are not limited to:
  • Serve as a functional subject matter expert for DAI financial management processes, transaction flows, and system capabilities.
  • Analyze DAI business processes and workflows to identify opportunities for increased efficiency, compliance, accuracy, and operational effectiveness.
  • Lead business process improvement initiatives through workflow analysis, gap analysis, root cause analysis, and process optimization.
  • Support financial management operations, including accounting, budget execution, funds management, and related business functions.
  • Develop, update, and maintain Standard Operating Procedures (SOPs), process documentation, job aids, and user reference materials.
  • Analyze financial transactions, business data, and operational trends to identify risks, inefficiencies, and opportunities for continuous improvement.
  • Develop and maintain recurring reports, dashboards, scorecards, and analytical products to support management decision-making.
  • Create data visualizations and executive reporting solutions using Power BI, OBIEE, or similar business intelligence tools.
  • Conduct research and analysis of obligations, expenditures, commitments, disbursements, funding actions, and other financial management activities.
  • Support funds execution activities through spend plan monitoring, funding analysis, variance reporting, and financial performance tracking.
  • Facilitate collaboration across functional areas to improve data integration, transaction visibility, and business process standardization.
  • Partner with stakeholders to assess operational challenges and develop recommendations that improve performance and regulatory compliance.
  • Monitor business process performance metrics and recommend corrective actions to address recurring issues.
  • Support financial reconciliation, and year-end closeout activities as required.
  • Identify training needs and recommend knowledge-sharing initiatives that improve user proficiency and process consistency.
  • Assist in developing training materials, reference guides, and user support resources.
  • Prepare executive-level briefings, reports, analyses, and recommendations for senior leadership.
  • Provide strategic recommendations that support DAI optimization, financial management modernization, and operational excellence initiatives.

Basic Qualifications:
  • U.S. Citizenship required due to federal contract requirements.
  • Bachelor's degree in Accounting, Finance, Business Administration, Information Systems, Supply Chain Management, Computer Science, Engineering, or a related discipline.
  • Six (6) years of professional experience supporting systems analysis, financial systems, ERP applications, business process analysis, financial management operations, data analytics, reporting, or related functions.

Desired Skills:
  • Experience supporting Defense Agencies Initiative (DAI).
  • Experience supporting Department of War (DoW) financial management, resource management, or business operations.
  • Experience with ERP systems supporting accounting, budgeting, acquisition, logistics, or financial management functions.
  • Experience conducting business process optimization, gap analysis, root cause analysis, and continuous process improvement initiatives.
  • Experience with funds execution analysis, budget execution reporting, and spend plan management.
  • Experience developing Power BI dashboards, reports, and data visualizations.
  • Experience with Oracle Business Intelligence Enterprise Edition (OBIEE) or similar reporting platforms.
  • Experience supporting financial reconciliation, audit readiness, and year-end closeout activities.
  • Advanced Microsoft Excel skills, including data analysis, pivot tables, complex formulas, and reporting automation.
  • Experience developing executive-level reports, presentations, and decision-support products.
