Senior Systems Analyst, Integrated Electronic Health Record Solutions

Within a client service culture, this is an Information Systems senior professional level job responsible for managing the Integrated Electronic Health Record (IEHR) application within a multi-site environment. The primary focus is on management and ongoing maintenance of CareConnect and other eHealth applications, project control and coordination of project performance. The position is responsible for planning, analyzing, designing, developing and implementing effective solutions to meet requirements of clinical stakeholders as well as work collaboratively with other IMIS teams; maintains and enhances IEHR Applications as necessary and can participate in various corporate projects at any one time. Leads a project team, prepares detailed specifications including writing project plans, flowcharts showing system linkage, data movement and resource requirements; evaluates the success of post implementation results. Works with vendors to ensure service levels meet corporate standards, and test and evaluates software in order to recommend the product that will meet current and future needs. Project management, systems analysis, web development programming and reporting skills and techniques, and experience with clinical information systems such as CareConnect, IntraHealth, PCISs, Softmed, webDI, Sunset and PharmaNet required in order to manage assigned project and ongoing work. This includes working knowledge of multiple programming languages and tools such as: .Net, C#, HL7 V2 and V3, ASP. Net; Object Oriented design, UML, Use Case and Workflow development skills, and experience with database management, data manipulation and software such as Microsoft SQL Server, Oracle, and MS Access. Provides user support, training and consultation as well as other user liaison services. Provides input to the development of policies and procedures.

What you'll do
  • Provide senior application support leadership to the IEHR Solutions team with respect to CareConnect and other IEHR Applications by being conversant with future direction of eHealth and client server systems, providing requirement studies, software selection processes, systems implementation or upgrades, and overseeing and supporting the ongoing operation.
  • Perform technical scope of work as required by analyzing business, preparing detailed system design proposals, cost/benefit and making recommendations on advisability/necessity of hardware/software acquisitions. Design a complex system by using standard analytical practices for technical environment, data base and file design, inputs, outputs, workflow processes, programs required, and interfaces to existing system. Prepare complex technical documents for review and approval. Oversee the ongoing operations of the production system; take immediate corrective action and communicate with the staff assigned to maintain the applications as well as with the project sponsors.
  • Plan software implementation strategies that may cause change to workflow processes or policies by assessing alternative systems approaches, analyzing and recognizing how the current and future software can be managed and addressing practicality and economic feasibility issues.
  • Negotiate with clinical stakeholders and other project teams affected by identifying conflicting requirements between departments, getting agreement on a work plan for the project, setting schedules based on priorities and staff availability or requirements, and ensuring the assigned staff have the required knowledge and skills. Collaborate with Clinical Solutions teams by performing specific systems modifications in order to meet change requirements.
  • Use Object Oriented Design, UML, and Use case development skills to document requirements and design specifications. Design and document operational workflows.
  • Develop and implement detailed project/work plans by analyzing the general systems requirements using a broad based understanding of systems relationships, estimating work required task by task, determining the sequence, assigning tasks to staff and creating a viable detailed project/work plan. Advise the appropriate technical support and infrastructure groups of planned work by ensuring that the work required is estimated and that agreements are in place to provide a necessary support when scheduled.
  • Meet with vendors to evaluate new technologies and releases by reviewing and analyzing vendor supplied software, determining optimum system configuration, assessing the impact of existing production systems, operating procedures and data back-up.
  • Assist in the development and maintenance of CareConnect, EMPI, and other IEHR systems' interfaces by methods such as analyzing the systems requirements, utilizing the appropriate programming language, developing report needs in accordance with case language, testing, creating adaptations and providing ongoing maintenance, troubleshooting and systems enhancement services.
  • Produce formal documentation for clinical business needs by planning systems solutions, costs and schedules for review by the IEHR Solutions management, and providing a project charter when necessary.
  • Coordinate and collaborate with project resources by monitoring project team's progress to ensure plans are being met, ensuring the quality of work produced is of an acceptable standard and coordinating with project leaders of interfaced systems to ensure that overall plans are being met.
  • Identify testing requirements by developing detailed schedules for systems testing, user testing and production implementation by using established test procedures. Identify necessary changes to project plans by methods such as ensuring all project deliverables are produced, resolving all project problems, escalating when appropriate and preparing project status reports and presentations.
  • Liaise with other IMIS teams such as Integration, PCIS, Softmed, Sunset, Health Records, and Radiology Team in order to manage impact of external changes to IEHR Applications and enhance the integrated environment of the Electronic Health Record. Perform impact assessment, change process, while keeping apprised of other projects. This is a very complex task requiring senior professional skills due to complexities of the systems architecture and the integrated environment. Also works closely with the Privacy Office in order to ensure that all privacy requirements are being met.
  • Oversee and provide work direction to assigned project resources and contract resources by assigning tasks, setting priorities and re-assigning work when necessary. Work with clinical Managers to ensure that staff has adequate technical and other training to perform their duties, providing training and/or technical guidance to staff and scheduling attendance at training sessions.
  • Manage, administer and maintain the information database by ensuring data quality, investigating and taking corrective action on anomalies or errors, entering or ensuring the appropriate data is entered, and developing scheduled and ad hoc reports as required.
  • Maintain currency in technology and business skills by methods such as researching the Web and trade journals, meeting with vendors and networking with outside agencies.
  • Perform other related duties as required.

  • Demonstrated knowledge of the historic and ongoing impacts of settler colonialism on Indigenous Peoples in social and health contexts, including supported by significant knowledge of Indigenous-specific mandates, including clear understanding of and commitment to eradicate Indigenous-specific racism and discrimination and embed Indigenous Cultural Safety and Humility.
  • Demonstrate comprehensive knowledge of the historic and ongoing impacts of settler colonialism and systemic racism on Indigenous Peoples within social and health contexts. This includes understanding how these factors contribute to current health disparities and barriers to care. Show a clear commitment to identifying, challenging, and eradicating Indigenous-specific racism and all forms of discrimination impacting equity-deserving groups within health care settings. This involves familiarity and understanding Indigenous Cultural Safety and Humility recognizing personal biases, institutional barriers, engaging in anti-racism education and training and advocating for systemic change.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments within Connected Health Services contexts found in the foundational documents including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - BC Human Rights Code, BC Anti-racism Act and how they intersect across the health care system.
