Position Information

Ready to turn complex business needs into technology solutions that help keep Texas moving? TxDOT is seeking an experienced Systems Analyst to lead analysis, design, testing, implementation, and support of critical applications and information systems. You will partner with business customers and technical teams, serve as a subject matter expert and project leader, improve systems and reporting, troubleshoot complex issues, and help shape secure, effective technology solutions. This role offers significant autonomy, meaningful technical challenges, and the opportunity to make a statewide public-service impact.

Position Description

Performs highly advanced computer systems analysis in support of TxDOT information technology systems. Leads analysis of user requirements, procedures, and operational issues to automate processes and improve existing systems. Provides advanced technical guidance for development, testing, implementation, maintenance, reporting, application support, and system improvement. Works under minimal supervision with extensive latitude for initiative and independent judgment.

Essential Duties:
• Leads complex systems analysis; may serve as project leader and subject matter expert.
• Translates user needs into requirements, functional specifications, workflows, and technical solutions.
• Coordinates system design, development, testing, implementation, maintenance, and lifecycle support.
• Evaluates and troubleshoots applications, technology, and procedures to improve performance.
• Builds and validates reports/queries; supports security changes, installations, and user training.
• Writes/reviews technical specifications and programs
• Performs other duties as assigned

Minimum Requirements

Education:

Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Work Experience:

4 years of experience in systems analysis, application systems support, or related work experience (Experience can be satisfied by full time or prorated part time equivalent) Related graduate level education may be substituted for experience on a year per year basis.

License and Certification:

Valid driver's license. This position requires driving a state vehicle.

Preferred Qualifications:
• Experience leading complex systems analysis or application support; translating business needs into functional/technical requirements; coordinating software lifecycle activities; troubleshooting systems; developing reports/queries; and communicating technical information to business and technical audiences.

Competencies:

Extensive knowledge of:
• IT/software/hardware development methodologies and standards, database management concepts, and applicable software/hardware.

Expert skill in:
• Systems implementation and troubleshooting; analyzing and communicating business/technical data; technical communication; supporting computer systems; maintaining effective working relationships; and using logic and reasoning to solve complex problems and support business goals.

Physical Requirements and Working Conditions:

- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools

- Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs

- Talking-expressing or exchanging ideas by spoken words

- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
