PurposeThe Senior Planning Engineer will lead work tasked within the engineering department and coordinates work of entry-level engineers to support and accomplish department goals. Using past experience, provide authoritative knowledge and judgment in the analyses, planning, and proposals of mitigation for Liberty Utility's transmission and distribution system and interconnections. Perform load flow studies, short circuit studies, coordinate transmission and distribution systems for optimum operation, fulfill power pool requirements by supporting RTO studies, and assist in coordinating and compiling project scopes and cost estimates.
Accountabilities- Analyze and plan for efficient transmission and distribution additions, reinforcements and interconnections to provide an adequate, reliable and safe electrical system. Knowledge of electrical power systems, including but not limited to; power flow, stability (transient and dynamic), long/short range planning studies, short circuit, arc flash, under-frequency load shedding, circuit and system dynamics, shunt capacitors, equipment ratings, power factor analysis, and other related studies.
- Assimilate and submit data as required to the Southwest Power Pool, NERC and the various state public service commissions for inclusion in reports, computer simulation studies and/or other needs.
- Develop and maintain computer databases as required for load flow, short circuit, facility ratings, and other system planning studies.
- Investigate, analyze and propose mitigation techniques for power quality problems occurring on Liberty's system and at customer's facilities.
- Assist in coordinating and compiling cost estimates for transmission and distribution projects which will be included in the Construction Budget.
- Provide technical and procedural leadership, coordination, and facilitation with internal and external partners by analyzing system impacts of proposed additions, changes, and/or removals of infrastructure needed to serve load.
Education and Experience- Bachelor of Science in Electrical Engineering with 5+ years of utility planning experience.
- Have working knowledge of PSS/E (highly desirable), CYMEDIST (desirable) or relevant tools and experience with NERC Reliability Standards compliance.
- Strong written and verbal communication skills for compiling technical reports.
- Strong analytical and problem-solving skills.
