Senior Staff Officer

Type: Full Time

Location: McLean, VA

Overtime Exempt: Yes

Reports To: ARMADA HQ

ARMADA Ltd. is seeking an experienced and highly capable Senior Staff Officer (SO) to provide strategic decision support, executive-level coordination, and priority-initiative execution in support of a federal government customer.

Duties & Responsibilities:
  • The Senior Staff Officer will provide strategic counsel and targeted staff support to executive leadership to enable effective decision-making and advancement of key priorities.
  • Analyze and synthesize complex information to identify critical issues, risks, dependencies, and recommended courses of action.
  • Develop decision-ready recommendations for executive and senior-level consideration.
  • The Senior Staff Officer will prepare executive briefings, issue papers, options analyses, talking points, decision memoranda, and other senior-level correspondence and documentation.
  • Navigate ambiguity, competing priorities, and changing mission requirements to appropriately sequence and advance high-priority initiatives.
  • Translate executive priorities and strategic objectives into actionable workplans, milestones, governance routines, and accountability mechanisms.
  • Develop and manage strategic engagement plans supporting senior stakeholders and priority initiatives.
  • The Senior Staff Officer will lead and facilitate cross-functional coordination for complex, sensitive, high-visibility, or time-critical initiatives.
  • Track strategic commitments, action items, dependencies, risks, decisions, and deliverables through resolution.
  • Prepare executive leadership for high-level and high-stakes meetings by identifying objectives, stakeholder positions, potential risks, decision points, and recommended actions.
  • The Senior Staff Officer will represent executive leadership in designated working groups, coordination meetings, or governance forums within approved authorities.
  • Identify emerging issues and proactively recommend appropriate sequencing, escalation, mitigation, or resource actions.
  • The Senior Staff Officer will coordinate with Government leadership, client representatives, internal stakeholders, and mission partners on matters requiring judgment, diplomacy, and influence.
  • Provide executive counsel regarding priorities, organizational risks, decisions, competing demands, and mission requirements.
  • The Senior Staff Officer will support internal efforts related to professional development, upskilling, training, knowledge sharing, and strategic client engagement.
  • Provide surge support and specialized expertise to accelerate progress on sensitive, high-priority, or time-critical projects.
  • Maintain appropriate discretion and confidentiality when handling sensitive information, executive communications, and organizational matters.
  • The Senior Staff Officer will perform other staff officer and mission-support duties as assigned in support of Government requirements.

  • Strong analytical and critical-thinking skills with the ability to evaluate complex information and develop clear, actionable recommendations.
  • Demonstrated ability to operate effectively in environments involving ambiguity, shifting priorities, and competing demands.
  • Exceptional written and verbal communication skills, including the ability to communicate effectively with senior and executive-level stakeholders.
  • Strong executive briefing, writing, and presentation-development capabilities.
  • Ability to prepare concise, accurate, and decision-focused briefing materials and executive correspondence.
  • Strong organizational and project-management skills with the ability to manage multiple high-priority initiatives simultaneously.
  • Ability to identify risks, dependencies, decision points, and potential barriers before they impact mission execution.
  • Strong interpersonal skills and demonstrated ability to build effective working relationships across functional and organizational boundaries.
  • Ability to exercise sound judgment, discretion, diplomacy, and professionalism when supporting sensitive or high-visibility matters.
  • Ability to work independently with minimal supervision while maintaining accountability for assigned initiatives and deliverables.

Minimum/General Experience:
  • Demonstrated professional experience providing staff officer, executive support, strategic planning, program support, operations, or similar mission-focused support.
  • Experience supporting senior-level leadership, executives, or Government officials in a complex organization.
  • Experience developing executive-level briefings, decision memoranda, issue papers, talking points, reports, or similar materials.
  • Demonstrated experience coordinating complex projects, initiatives, or actions involving multiple stakeholders.
  • Must possess excellent written communication, analytical, organizational, and interpersonal skills.
  • Must be able to manage sensitive information and exercise discretion when supporting senior leadership.

Minimum Education:
  • High School Diploma, or equivalent
