Salary Range: $8,249.91-$11,903.10 monthly

SUMMARY

The Data & Analytics Unit is responsible for collecting, analyzing, and interpreting healthcare data to support decision-making across the Los Angeles County Department of Health Services (DHS). The unit manages patient care and operational data, using analytics to identify patterns, predict outcomes, and improve service delivery. The unit also ensures data integrity, security, and regulatory compliance.

The Senior Staff Analyst role supports the Quality Incentive Pool (QIP) program, an initiative consisting of more than 70 quality measures designed to improve care delivery, performance, and reporting across the organization. The position focuses on coordinating requirements gathering for these measures, maintaining organized project plans, and helping ensure work progresses smoothly. ESSENTIAL FUNCTIONS

  1. Lead agile project and program management activities to support steady progress, alignment with department goals, and proactive risk management.
  2. Manage business and technical requirements gathering, collaborating with stakeholders to define business rules and measures and ensuring clarity around underlying data needs.
  3. Apply analytical skills to identify trends and support root cause analysis, using SQL and other appropriate methods to extract and analyze data, and share insights with clinical partners in a clear and collaborative manner.
  4. Develop and maintain organized Smartsheet project plans to track tasks, dependencies, and milestones.
  5. Facilitate Data & Analytics (D&A) meetings by coordinating communication, capturing key decisions, and supporting follow-up on action items.
  6. Prepare project status updates, executive summaries, and performance metrics to highlight progress and milestones.
  7. Contribute to data product roadmaps that support enterprise-wide initiatives while balancing priorities and delivery timelines.
  8. Produce clear reports, policy documents, business cases, and presentations for the D&A unit.
  9. Support team growth through drafting job descriptions, participating in interview panels, and assisting with onboarding.
  10. Build strong working relationships with stakeholders to promote data governance best practices and advance organizational objectives.
  11. Conduct research and provide recommendations to improve program, policy, or operational efficiency.
  12. Assist with daily task coordination and tracking by ensuring assignments are clear, progress is visible, and potential challenges are identified early.
  13. Support monitoring of multiple quality measures while maintaining awareness of each measure's purpose, dependencies, and key contacts.


JOB QUALIFICATIONS

Candidates should bring experience in project or program management, business analysis, and agile methodologies, particularly within data-focused environments. Strong organizational skills and the ability to coordinate multiple workstreams while maintaining attention to detail are essential.

Strong writing and communication skills are important for preparing structured materials and partnering with stakeholders to clarify requirements and discuss data-related topics. Experience with Smartsheet, Jira, or similar tools is beneficial for tracking deliverables and maintaining project visibility. Leadership, problem-solving, and stakeholder management skills are valuable for supporting teamwork, decision-making, and alignment with organizational priorities.

Education/Experience

  • Bachelor's degree or higher in a quantitative field (e.g., Data Science, Mathematics, Statistics, Economics, Engineering, Computer Science, or a related discipline); advanced degree preferred.
  • Five years of experience in business analysis, project management, or program management, including gathering and documenting requirements, managing projects, and coordinating stakeholders across multiple concurrent workstreams.
  • Experience using agile methodologies, particularly in software and data product development within fast-paced delivery environments.
  • Experience defining business rules and measures, with an understanding of how SQL-based data structures support these requirements and how those measures are operationally tracked and maintained.
  • Experience using Smartsheet, Jira, or similar project management tools to track project status, action items, and dependencies at a detailed, task-level scale.
  • Experience producing stakeholder-facing materials such as presentations, business cases, or training guides.


Certificates/Licenses/Clearances

  • Successful clearing through the Live Scan process with the County of Los Angeles.
