Job Title: Senior SQL Database Developer / Project Lead

Overview / Summary

Seeking a Senior SQL Database Developer / Project Lead to support the STD/HIV program area and related public health systems. This role will contribute to data migrations, data warehousing initiatives, data pipeline improvements, Electronic Case Reporting (eCR) solutions, and ongoing support of disease surveillance and laboratory systems. The position requires collaboration with technical teams, program staff, vendors, and stakeholders to design, develop, optimize, test, and support critical data processes and systems.

Key Responsibilities
  • Support migration efforts related to Electronic Disease Surveillance Systems (EDSS).
  • Participate in data warehousing, reporting, and data pipeline improvement initiatives.
  • Gather and document functional requirements and perform gap analysis with end users.
  • Create and maintain process documentation, data flows, and diagrams.
  • Design, develop, automate, and optimize ETL processes.
  • Develop and maintain SQL stored procedures, advanced queries, and reports.
  • Perform query debugging, optimization, and performance improvements using MS T-SQL.
  • Rewrite and optimize existing SAS solutions into SSIS packages and Power BI solutions.
  • Develop, modify, monitor, and support data pipelines and reporting processes.
  • Assist with formatting and automating data uploads into data warehouse and disease surveillance systems.
  • Parse and process multiple data formats including XML, CSV, SOAP, and HL7.
  • Support system, database, and data migrations, including testing and validation activities.
  • Assist with eCR onboarding, data import, utilization, automation, troubleshooting, analysis, and reporting.
  • Monitor production processing to ensure proper data flow and response times.
  • Automate and support daily maintenance processes.
  • Troubleshoot, debug, optimize, and resolve processing issues.
  • Support server, database, software upgrades, and environment configuration activities.
  • Ensure business continuity and maximum uptime for critical systems.
  • Advise team members on database design, query optimization, automation, reporting, and best practices.
  • Mentor team members and staff on advanced technical topics.
  • Coordinate with managers, project managers, vendors, contractors, and technical teams on assignments and deliverables.
  • Provide project estimates, status reporting, and progress updates.
  • Ensure compliance with IT standards, security policies, procedures, and documentation requirements.

Required Qualifications
  • 3+ years of experience with MS T-SQL, including stored procedures, advanced queries, and optimization.
  • 3+ years of experience with ETL process development.
  • 1+ year of experience with SQL Server Integration Services (SSIS).
  • 3+ years of experience with report development.
  • 3+ years of experience with data warehousing and relational databases.
  • 1+ year of experience with HL7 v2.3.1-2.5.1 and ORU messages.
  • 3+ years of experience working with XML.
  • 3+ years of experience with Microsoft SQL Server 2016+.
  • 1+ year of experience with security and data classification related to CDC, HIPAA, CJIS, PHI, and PII.
  • Ability to work independently with limited supervision while collaborating effectively with technical teams and stakeholders.
  • Strong written, verbal, and interpersonal communication skills.
  • Experience preparing technical documentation, specifications, data flows, and process diagrams.
  • Ability to manage project tasks, estimates, status reporting, and milestone completion.
