Summary

The Division of Examinations is seeking a IT Specialist (INFOSEC) (Senior Specialized Information Technology Examiner), SK-2210-16 in the Technology Controls Program (TCP) andwill be located in one of the listed locations.

As a Senior Specialized Information Technology Examiner, with the Technology Controls Program (TCP), you will join a well-respected team that is responsible for conducting examinations of entities subject to Regulation Systems Compliance and Integrity (SCI).

Duties

In this role as a Senior Specialized Information Technology Examiner, you will be responsible for:

• Advising an active program with respect to the monitoring of the operations of the securities markets;
• Overseeing reviews of computer systems of regulated entities to evaluate systems for the ability to create a fair market environment for trading;
• Developing sound risk management frameworks;
• Assisting with the development of policies or procedures to implement new IT security requirements;
• Providing guidance and advice concerning the development of regulatory policies affecting a broad segment of the securities industry;
• Planning and conducting analyses of securities exchange operational practices and requirements to evaluate securities industry computer systems requirements and to improve self-regulatory organizations' response to market activity;
• Developing policies, guidelines, and standards for the planning, development, integration, implementation, and evaluation of information technology systems and subsystems that meet overall information needs of multiple major organization;
• Reviewing proposed new systems, networks, and software designs for potential security risks;
• Maintaining knowledge of best practices in information security management, as well as the software/hardware technologies employed in the securities markets and by the SROs; and
• Evaluating the significance of actual and potential cyber security problems, trends, and weaknesses.

Qualifications

Time-in-grade for this announcement is one year at the GS/SK-14 level.

MINIMUM QUALIFICATION REQUIREMENT:

SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes:

1. Applying IT principles and practices to conduct cybersecurity and resiliency audits of organizations and systems; AND
2. Advising securities-related financial institutions or financial regulatory organizations on cyber security-related risks, software vulnerabilities, and governance practices; AND
3. Collaborating with senior management to devise long-range plans for efficient program implementation and administration; AND

• Competency 1: Technology Expertise: Knowledge of the principles and methods of specialized technologies, tools, and delivery systems, including security, risk management, governance, functionality, and user interface in area of expertise (e.g., programming languages, server, web, applications, network).
• Competency 2: Technology Awareness: Uses technological developments, new requirements, and new applications of information technology (hardware, software, and telecommunications), emerging technologies and their integration into business processes, and implementation of information systems to meet organizational requirements.
• Competency 3: Technical Communication Translates technical information into non-technical terms and accurately convey technical information to end users (e.g., staff, management) and outside parties, including the technical documentation of applications, systems, Standard Operating Procedures, etc.
• Competency 4: Teamwork and Collaboration: Interacts with internal and external others in a manner that advances examinations and SEC goals and objectives.

SEC COMPENSATION PROGRAM: Total salary (base pay + locality) is dependent upon duty location. The overall salary range listed above is provided for informational purposes. The pay for current SEC employees will be determined according to the procedures specified in the agency's policy. If your selection results in a change in grade from an SK-15 to an SK-16, you will maintain your current salary.
