Position Overview

Aleut Federal is seeking a Senior Research & Title Analyst to support federal environmental programs-primarily the Environmental Protection Agency (EPA) by conducting advanced research across land records, environmental data, regulatory frameworks, and civil documentation. This hybrid role integrates the responsibilities of a Research Analyst, Senior Title Analyst, and Environmental/Civil Researcher to deliver high-quality analytical products for federal stakeholders. You'll work within Aleut Federal's mission-driven environment, supporting environmental protection, land stewardship, and federal compliance initiatives.

Key Responsibilities

  • Environmental Research - Conduct in-depth research on environmental conditions, contamination history, regulatory requirements, and site-specific data to support EPA programs.
  • Title & Land Records Analysis - Examine deeds, plats, easements, rights-of-way, liens, and historical ownership to determine land status and encumbrances.
  • Civil Records Research - Locate, review, and analyze civil documentation including deeds, court filings, liens, permits, zoning records, and municipal archives.
  • Regulatory & Civil Research - Analyze federal, state, and local regulations related to land use, environmental compliance, and civil documentation.
  • Historical Site Investigation - Research historical land use, ownership, industrial activity, and environmental conditions using public and archival sources.
  • Environmental Program Support - Provide research that supports CERCLA, RCRA, Brownfields, and other EPA programs.
  • Data Synthesis - Integrate findings from environmental datasets, GIS layers, legal documents, and historical archives into clear, actionable reports.
  • Report Development - Prepare technical memoranda, title abstracts, environmental summaries, and regulatory assessments for EPA and other federal clients.
  • Stakeholder Coordination - Collaborate with federal agencies, legal teams, environmental scientists, and project managers.
  • Quality Assurance - Ensure accuracy, completeness, and compliance with federal standards and Aleut Federal protocols.
  • Database & Records Management - Maintain organized research files, digital records, and metadata for long-term program use.
  • Technical Documentation - Prepare civil research summaries, regulatory briefs, and supporting documentation for EPA project teams.

Required Qualifications:

  • Bachelor's degree in Environmental Science, Geography, Legal Studies, Public Policy, Civil Engineering, or a related field.
  • 5+ years of experience in title research, environmental research, regulatory analysis, or similar fields.
  • Strong understanding of EPA programs, environmental statutes (CERCLA, RCRA, NEPA), and land-use regulations.
  • Proficiency with GIS platforms, public land records systems, and federal research databases.
  • Ability to interpret complex legal descriptions, survey documents, and environmental datasets.
  • Excellent written communication skills for producing technical reports.


Preferred Qualifications:

  • Experience supporting federal contracts, especially EPA, DOI, USDA, or DoD.
  • Advanced knowledge of property law, environmental compliance, or civil regulatory frameworks.
  • Knowledge of CERCLA, RCRA, NEPA, and related environmental laws.
  • Familiarity with tribal lands, federal trust lands, or restricted property records.
  • Familiarity with environmental site assessments (Phase I/II ESA).
  • Professional certifications such as ALTA, ENV SP, or GISP.
