HDR has an opportunity for an experienced professional to join our water quality and regulatory support team in the Pennsylvania-Ohio-West Virginia-Delaware (PA-OH-WV-DE) Area. This position will be based out of HDR's Cleveland office. The water quality group works within HDR's Utility Management Services (UMS) business class, which provides leadership to develop, coordinate, monitor, and improve technical services for municipal water and wastewater utility support services. Candidates for this position should desire a role in the water/wastewater engineering industry that includes working closely with both our clients and internal staff to build successful teams.
The Senior Regulatory Specialist will work on municipal and private utility projects where water quality regulations impact or drive projects for HDR's regional or national clients. A thorough understanding of water quality regulations and programs is needed. Technical duties developing and implementing compliance strategies to mitigate regulatory impacts; include independently reviewing NPDES permits, Total Maximum Daily Load Studies, and new or pending regulations from the context of representing regulated clients; reviewing and analyzing water quality and hydrologic data; applying water quality models; and directing others. The Senior Regulatory Specialist will also be expected to formally and informally train and mentor staff with respect to Clean Water and Safe Drinking Water Act requirements and how they impact HDR's clients.

The candidate will also support marketing efforts, be involved with client management for clients in a several state area, and work closely with water quality, marketing, and local operations leaders to achieve established business development goals. Candidate will also maintain visibility and promote the water quality strategic practice in professional/technical organizations. He/she will support project teams to pursue and complete regulatory/water quality related projects and support growth of the regulatory/water quality strategic practice. Excellent communication skills required, both written and interpersonal (spoken).
Preferred Qualifications- Master's degree in Water Resource Science, Environmental Science, or related field
- 20+ years within the municipal, industrial, or public agency sector with experience from a regulated entity perspect
- Strong technical background and experience in the areas listed above
- Proven leadership and mentoring skills
- Excellent environmental writing and communication skills

QualificationsRequired Qualifications - Bachelor's degree in Environment Science or closely related field
- 10 years experience in complex environmental planning/compliance projects
- Demonstrated knowledge of the NEPA process
- Experience managing large, complex EIS documents for transportation, large facility, land management, or other infrastructure projects
- Technical expertise in the design, implementation, interpretation and presentation of data for environmental studies and investigations in specialized discipline
- Proficient with MS Office
- Self-starter with excellent writing and communication skills
- Strong conceptual, organizational, problem-solving and research abilities
- Ability to work independently and as part of a team
- Staff management experience beneficial
