This position is open to U.S. Citizens and permanent residents.

This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

Performs complex computer systems analysis and quality assurance work for the CTO team, with a focus on modernization initiatives, AI-enabled solutions, and shared technology services. Develops and executes manual and automated test plans; validates system functionality, accessibility, security, data, API, and AI-enabled workflows; identifies and documents defects; and supports release readiness. Coordinates with developers, business analysts, and program stakeholders to ensure modernized technology solutions meet business, technical, compliance, and quality expectations.

Develops and maintains automated and manual test coverage, validates user stories against acceptance criteria, performs regression, accessibility, API, data, and AI-output validation, documents defects, and provides release-readiness recommendations.

Works under general supervision, with limited latitude for the use of initiative and independent judgment.

Creates, reviews, and executes software quality assurance test plans, test cases, and test scripts to verify the functionality, performance, and reliability of newly developed AI features and shared services.

Builds test automation, validates systems against critical requirements, and identifies, documents, tracks, and logs technical system anomalies and bugs in tracking databases.

Reviews existing systems and automated testing procedures for efficiency and effectiveness and recommends improvements to quality workflows.

Participates in sprint reviews, release readiness discussions, team meetings, and prepares standard testing reports and validation summaries.

Knowledge, Skills and Abilities (KSAs):
  • Knowledge:
    • Thorough knowledge of software quality assurance (QA) methodologies, black-box/white-box testing, and regression testing pipelines within an Agile framework.
    • Thorough knowledge of validation techniques for AI outputs, including prompt reliability benchmarking and model hallucination detection.
    • Thorough knowledge of data privacy standards, software regulatory compliance, and state security validation principles.
  • Skills:
    • Strong skill in translating agile user stories and technical specifications into repeatable test cases and scripts.
    • Strong skill in using modern automated testing suites (e.g., Selenium, Playwright, Cypress) and bug-tracking databases (Jira, GitHub Issues).
    • Strong skill in evaluating system log outputs, parsing API response payloads, and systematically isolating software bugs from infrastructure issues.
  • Abilities:
    • Ability to evaluate and continuously adapt testing parameters to changing requirements inside rapid, iterative sprint cycles.
    • Ability to write clear, reproducible defect reports with complete telemetry details for development teams.
    • Ability to structure objective quality validation summaries and compliance checklists for formal agency approvals.

  • Graduation from an accredited four-year college or university with major coursework in computer science, information systems, or a related field. Experience may substitute for education on a year-for-year basis.
  • Minimum of 7 years of experience in software testing, quality assurance, or related technical support role.
  • At Least 4 years of Automation testing
