Job Description

Serves as a senior quality oversight professional within SAIC's VA Medical Disability Exam (MDE) program. This role is responsible for oversight of program quality, including the accuracy and completeness of Disability Benefit Questionnaires (DBQs), the quality of work performed by operational staff, and customer experience. The Senior Quality Analyst leads trend analysis, root cause analysis, and continuous improvement initiatives, and conducts internal Special Focused Reviews to identify and address systemic quality issues across all program areas. This role collaborates closely with clinical, training, IT, and operations teams to ensure that examiner and operational staff training materials are accurate and reflective of current requirements, that IT systems remain compliant with VA regulations and contract specifications. This position plays a critical role in ensuring the MDE program consistently meets VA standards and contractual requirements, supporting the delivery of timely and accurate examinations for our Nation's Veterans.

This position is fully remote and can be worked from anywhere in the United States.

Some travel will be required.

Key Responsibilities
  • Provide oversight of the MDE program's overall quality and compliance, ensuring adherence to VA standards, VBA guidelines, and contractual requirements across all program areas.
  • Monitor and analyze program-wide quality performance metrics and key performance indicators (KPIs), identifying patterns, trends, and areas requiring improvement.
  • Conduct routine and random audits of completed DBQs to ensure accuracy, completeness, and compliance with VA standards and contract requirements.
  • Review and validate quality findings from DBQ audits, ensuring review criteria are applied consistently and accurately, including verification of diagnosis support, history, clinical findings, required tests, medical opinions, and examiner credentials.
  • Conduct in-depth trend analysis and root cause analysis on quality findings across all functional areas, including DBQ quality, operational staff performance, and customer experience.
  • Lead continuous quality improvement initiatives and contribute to the development and refinement of standard operating procedures (SOPs), training materials, and quality review criteria.
  • Support preparation for and response to Government-initiated Special Focused Reviews and other reports, coordinating corrective actions such as re-training, examiner monitoring, or re-examination requests as directed.
  • Collaborate with the Training team to ensure that training materials and educational content for examiners and operational staff are accurate, current, and reflective of VA requirements, VBA guidelines, and contract specifications.
  • Lead quality-focused change management efforts when DBQs, VA policies, contract requirements, or operational procedures are updated, ensuring all impacted teams are informed and prepared.
  • Contribute to quarterly performance reporting and ad-hoc reporting requirements as outlined in contract requirements.


Qualifications

  • Bachelor's degree and 6 years of relevant experience in quality assurance, clinical documentation standards and medical record review, and/or VA disability compensation claims processing.
  • Proficiency in data analysis and reporting tools (Microsoft Excel, Power BI, or similar.)
  • Excellent written and verbal communication skills.

  • Must be able to obtain and maintain a public trust clearance.

Preferred Qualifications
  • Prior experience supporting federal government contracts, preferably VA or DoD healthcare programs.
  • Demonstrated experience overseeing quality assurance programs in a healthcare, federal agency, or government contracting environment.
  • Prior experience as a senior level VA disability compensation claims processor (e.g. Decision Review Officer or Rating Quality Review Specialist) or in a clinical field (e.g. nursing, etc.)
  • Familiarity with VA quality review criteria, DBQ audit standards, and Veterans Benefits Administration (VBA) policies and procedures.
  • Experience developing and delivering clinical training and education programs.
  • Experience supporting or responding to government quality audits.
  • Lean Six Sigma Green Belt or Black Belt or PMP certification.
