Who are we looking for?
We are looking for a new Proposal Manager II, to Lead complex business/enterprise-level, cross-region, or executive-visibility pursuits and provides mentorship and strategic leadership across the proposal function. Integrating advanced proposal strategy, capture planning, interviews, and mentoring to drive high-value winning work outcomes.
Core Responsibilities:
Lead business/enterprise-level, cross-functional proposal efforts from positioning through submission and interview.
Drive advanced strategy discussions, capture integration, reviews, and interview planning.
Manage complex contributor groups and specialized proposal resources.
Support marquee pursuits with executive visibility and high strategic importance.
Provide mentorship to Senior Proposal Manager I staff to support development.

≥ 95% on-time completion of assigned proposal tasks and deliverables
Supports 100% on-time submission for assigned proposals
Leads highly competitive, business/enterprise-level proposals with strong strategic alignment and quality.
Mentor proposal leaders and contributes to best practices and market-focused content.
Maintains strong executive-level collaboration and proposal team effectiveness.
Responds to team requests within same business day (≤ 24 hours).
60-70% usage of automated proposal platform.
Skills:
High proficiency in Microsoft Office, Adobe Creative Cloud (including InDesign), and tools such as Salesforce or Power BI.
Education and Experience Requirements:
Bachelor's degree preferred. 10+ years of experience leading complex, high-value proposal efforts from capture/strategy planning through interview, preferably in an A/E/C or professional services environment. Extensive experience mentoring proposal staff and influencing winning work strategy is expected.
