Position Summary

The Senior Proposal Manager role is responsible for owning the RFP, RFI, RFQ, working directly with Capture to final submission to the government. This role develops, manages, and records technical aspects of the project, working closely with the BD Capture team, project coordinators, and internal/external SMEs. You own the management, organization, compliance, and quality of proposal content, price-to-win strategies, conceptual designs, presentations, graphics development, and production. This position is responsible for multiple concurrent submission deliverables, CRM maintenance and organization, file organization, writing, editing, and QA of submission documents. This position serves as a mentor to junior level staff on the team.

Essential Duties and Responsibilities

The following inexhaustive list of duties represents a sample of work routinely performed by this role:

  • Manages highly complex RFPs and IDIQs.
  • Develops pre-proposal tools and documentation including compliance matrices, proposal outlines; assigns pre-proposal activities and reviews to in-house SMEs, and teaming partners.
  • Write or initiate development of content for proposals (such as technical approach, staffing plan, past performance, resumes, etc.) and other promotional materials or client deliverables.
  • Create other proposal elements (i.e., graphics, charts, tables, appendices) in support of proposal development.
  • Follow and manage Shipley process for proposal color team reviews.
  • Coordinate and communicate clear requirements to the Graphic Designer for compelling graphics for proposals.
  • Coordinate with decentralized staff to solicit feedback and content for proposals.
  • Enhance text received from other members of the team as needed.
  • Conduct research as needed into federal clients, teaming partners, and competitors to enhance our competitive advantage.
  • Write, edit or re-write portions of technical documents to improve flow, organization, and content.
  • Understand bid strategies as they evolve; develop methods for integrating/capturing the final bid strategy in the proposal.
  • Ensure proposal outline/formatting complies with solicitation requirements.
  • Own final document from a format, compliance, and quality standpoint
  • Develop and maintain cloud content library for proposal materials and ensure the information is organized and current, developing an appropriate metadata tagging taxonomy to help content contributors find relevant content easily and quickly.
  • Maintain past performance library and ensure that past performance templates remain current in close coordination with delivery project leads.
  • Participate in other business development requirements such as opportunity tracking, pipeline management, and staff training on proposal methodology.
  • Be highly organized and administer activities such as calendar development, scheduling meetings, consolidating feedback, and developing weekly communications on key opportunities.


Qualifications and Experience

Education + Degree

  • Bachelor's degree or higher in Business, English, Journalism, Communications, or a related field.

Experience, Certification, + Professional Skills

  • 7-10 years of federal proposal experience.
  • Minimum of 1 year of people management experience.
  • Experience working with SF1449's.
  • Excellent written and verbal communication skills, excellent organizational abilities, and technical skills.
  • Understanding of FAR/RFO and how to interpret and apply them to solicitation and deliverables.
  • Demonstrated ability to interact in a cooperative and effective manner.
  • Self-motivated, able to multi-task, ability to work independently, take initiative, set priorities, and see projects through to completion.
  • Strong service orientation.
  • Ability to work with technical SMEs.
  • APMP Certified Practitioner.
  • Experience working on a Federal Capture Team.
  • Preferred: Prior experience working with a Tribal entity.
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel.
  • Must have or be able to obtain and maintain a valid driver's license .

Technical Skills

  • Proficiency in Microsoft Office suite, including Word, Excel, Outlook, and Teams.
  • Proficiency in Adobe Creative Cloud.
  • Familiarity with GovWin or similar.


Working Environment

This is a remote position that will require some (≤ 10%) travel to headquarters, client sites, or conferences.

This position operates in a professional office setting. The role routinely uses standard office equipment such as computers, phones, printers, and photocopiers. The work environment is generally quiet and free from exposure to loud noise, hazardous materials, or heavy machinery. Employees are typically seated for extended periods and may occasionally move about the office to attend meetings or access equipment and supplies.

Physical Demands

Sitting/Standing: This role is generally sedentary, performing sitting work utilizing technological office equipment, including a laptop, mouse, keyboard, computer monitors, telephones, scanners, and copiers.

Walking: This role requires the ability to move about inside the office to access the required technological equipment.

Stooping/Kneeling/Crouching/Crawling: This role may require stooping to reload printer trays with print paper, moving equipment, and managing cords.

Using Hands/Fingers:This role constantly operates technological office equipment such as laptops, mice, keyboards, computer monitors, telephones, scanners, and copiers.

Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.

Seeing: This role requires seeing, viewing, and distinguishing all aspects of internal and external communications.

Carrying/Lifting: This role requires lifting up to 20lbs to transport technological office equipment to and from various workspaces.
