About the Opportunity: As a Senior Property Manager, you will oversee daily operations across multiple Department of Enterprise Services (DES) properties on the Capitol Campus and within Thurston County, as well as lead the 24/7 Work Management Center. In this role, you will direct building management teams to maintain critical facility systems, ensure regulatory compliance, and manage operational services ranging from janitorial and landscaping to capital projects. Additionally, you will drive lease administration by tracking leased space portfolios, managing revenue data, and collaborating with tenant agencies and the Office of Financial Management to support strategic space planning and legislative compliance.
Duties Some of What You'll Enjoy Doing Includes:- Lead facilities planners and operational staff in managing the daily care, custody, and overall financial performance of an assigned portfolio of on- and off-campus properties.
- Oversee facility planning operations, including physical space programming, economic analysis, scheduling, and space utilization strategies.
- Manage leasing operations by keeping agreements current, updating forms, and coordinating with legal counsel on standard and non-standard contract terms.
- Coordinate directly with tenants, process partners, and external stakeholders to provide high-level customer service and collaborative communication.
- Direct facility emergency management procedures and maintaining proactive operational control over property portfolio safety.
- Direct day-to-day operations of the Work Management Center by leading staff, prioritizing requests, managing policy and strategic development, and overseeing billing, invoicing, and resource allocation to optimize employee performance and section effectiveness.
- Develop and manage annual operating and 10-year capital budgets, including financial statement analysis, maintenance, utility, and debt service tracking, in collaboration with DES Planning and Project Delivery to ensure positive budget performance.
- Manage human resources responsibilities by ensuring accurate daily timekeeping, advance approval of overtime and leave, timely completion of annual performance evaluations, and proactive, actionable performance management for assigned personnel.

Qualifications Required Qualifications:- Experience in budget development, financial analysis, program planning, and ongoing management of operating and capital expenditure budgets.
- Knowledge of real estate practices, laws, property management, and lease administration.
- Ability to prepare contracts and legal documents for leasing, property management, personal services, and financing.
- Experience in construction project management, including planning, and oversight.
- Skill in program administration, policy development, market trend analysis, and creating asset business plans to optimize facility utilization and forecast future needs.
In addition to the requirements above, a candidate must possess one (1) of the following required qualification options.OPTION 1- Eight (8) years of combined education and/or experience in governmental facilities planning or in a related field in private industry.
OPTION 2- Four (4) years of experience in governmental facilities planning or in a related field in private industry; AND
- Bachelor's degree in architecture, engineering, business, public administration planning, property or land management, or an allied field. NOTE: Qualifying experience may substitute this education requirement, year-for-year.
