SENIOR P ROJECT MANAGER , TRANSPORTATION

This position is based out of a project site in Harrisburg, PA, then transitioning to our New Castle, PA office.

About the position

Responsible to manage one large project or multiple projects of varying sizes and complexities from start to finish, including estimating, contract negotiations, project design, technical direction, quality control, job scheduling, financial oversight, problem resolution, job completion, coordination, communication, client satisfaction activities and other related duties. This position manages a team of project management employees and has responsibility for business development, project budgets, projections and contracts, job solicitation and project negotiations, in alignment with all Company policies, procedures, key objectives and regulations. T his position may assist civil construction projects including trenching, excavating, directional drilling, underground fiber, specialized bus duct excavation, signs, and communications systems.

Day in the life

  • Partners with leadership to provide strategic input to key objectives and decisions affecting the business unit and functional work group. Conducts high-quality business development and job solicitation in the marketplace, in partnership with other Company leaders. Provides ongoing quality reviews and project communication with owners, contractors, designers, subcontractors, engineers, architects, field staff, and other customers or stakeholders, addressing and resolving issues when needed.
  • Directs all phases and activities of each project to achieve high quality and productivity in the work performed. This includes bidding, budgeting, monitoring projections, and establishing goals and standards of performance. Ensures all jobs or contracts are fulfilled to the customer's satisfaction and the Company earns a fair profit. Optimizes efficiency of labor, materials, supplies, equipment, and tools, and ensures all plans and specifications clearly identify project scope and milestones, are shared with the appropriate parties, and adhere to approved budgets. Ensures all safety programs and OSHA requirements are followed.
  • Communicates directly with subcontractors and designers concerning project costs, staffing, and scheduling. Prepares and manages timely and accurate project documents, estimates, projections, material release schedules, client information, project schedules, purchase orders, monthly invoices, payments, closeout documents, warranties, drawings, maintenance manuals, final billings, change orders, cost codes and other documentation to support construction project work.
  • Procures materials proactively and coordinated, working with the purchasing team to reduce material price fluctuations. May negotiate with vendors and distributors on availability and pricing of materials, completion of quotes, and other necessary procedure details. Ensures all plans and submittals are thoroughly and accurately reviewed for content and conformance with the construction documents and maintained in the appropriate systems.
  • Secures subcontractors utilizing standard subcontract agreements binding them to terms like Company contract requirements, thereby assigning the appropriate risk. Obtains permits as needed. Holds job start-up meetings with field operations leaders and others to transfer documentation, schedules, and other information
  • Provides day-to-day direction to project foreman and/or superintendent to monitor productivity goals and build teamwork. Partners with appropriate personnel to conduct job site inspections and ensure accurate scope, placement, and conformance with the contract documents and the Company's project quality assurance standards. Ensures all field personnel have the current materials, tools, plans, schedules, and directions needed for work, and that all changes in budget and scope of work are communicated and documented appropriately.
  • Creates and manages an annual financial budget and maintains some level of responsibility for Companywide financials. Stays informed of new and changing Company procedures, policies, materials, technologies, techniques, and practices. Establishes, trains, and maintains policies and processes as needed.
  • Provides high-quality hiring, coaching, communications, training, mentoring, and team building to staff and other co-workers as needed. Provides performance feedback regularly. Addresses people's issues as they arise and involves the necessary resources to resolve problems.

Minimum Qualifications
  • Bachelor's degree or equivalent work experience in mechanical, or civil engineering, project management, construction management, or a related field.
  • Experience with computerized estimating systems and software, preferably Heavy Bid.
  • Minimum 10 years of DoT experience. Extensive project management training and skills. Thorough understanding of the project life cycle.
  • Trained and proficient in project management tools and techniques, negotiating, budgeting, estimating, costing, contracting, scheduling, pricing, and common code requirements. Strong business analysis and mathematical skills. Show ability to diagnose complex problems with strategic critical thinking skills and detail orientation, and to drive appropriate solutions with self-initiative and sensitivity.
  • Knowledge of and proficiency with construction methods and materials, costing, and general industry safety and OSHA standards, procedures, and regulations. Skills to read, interpret and understand financial documents, bids, contracts, plans, drawings, blueprints, and specifications.
  • Excellent communicator/collaborator, with the ability to clearly and concisely articulate ideas and concepts and the ability to build strong working teams, cultures, and relationships at all levels and with customers, subcontractors, vendors, and other community leaders. Strong business development, documentation, and report preparation skills.
