Duties & Responsibilities

Reporting to the Director of Energy Programs & Project Delivery, this role will oversee complex energy and infrastructure projects across the H+H system and work closely with consultants, contractors, facility staff, and outside agencies to help keep projects on schedule, within budget, and moving through implementation challenges. The role will also support program planning, staff guidance, interviewing, and other sustainability initiatives.

General tasks and responsibilities will include:

1. Manage large-scale and operationally complex energy efficiency, electrification readiness, renewable energy and water conservation projects from planning through construction and closeout. Coordinate with consultants, contractors, commissioning providers, and facility staff to support timely and cost-effective project delivery.
2. Review design packages, engineering studies, technical specifications, and construction documents and provide recommendations related to constructability, system reliability, and energy performance of energy projects.
3. Maintain and track project documentation including scopes of work, schedules, budgets, invoices, work authorizations, funding documentation, meeting minutes, and progress reports. Monitor project milestones, projected energy savings, emissions reductions, and financial performance.
4. Conduct regular field visits to verify existing conditions, refine project scopes, support walkthroughs, monitor construction activities, resolve field issues, and inspect completed work during commissioning and closeout phases.
5. Support capital project administrative functions including preparation and review of Certificates to Proceed, project registrations, change orders, purchase orders, requisitions, payment applications, and related project documentation.
6. Identify and evaluate opportunities for energy savings, emissions reductions, operational improvements, and infrastructure upgrades across H+H facilities. Develop technical scopes of work and review energy audits, retro-commissioning studies, feasibility reports, and engineering analyses to support project selection and capital planning.
7. Perform technical and financial evaluations to estimate utility savings, greenhouse gas reductions, operational impacts, and lifecycle cost benefits associated with proposed projects. Assist with utility incentive applications, grant requests, and sustainability reporting efforts as needed.
8. Provide mentorship and technical guidance to junior staff including Project Managers, Energy Analysts, and Energy Contract personnel. Support staff development, recruitment activities, performance evaluations, and interview panels.
9. Serve as a technical representative and evaluation committee member for Requests for Proposals and other procurements supporting facility operations and infrastructure projects. Participate in technical reviews, contractor evaluations, and recommendation processes.
10. Support implementation and oversight of water efficiency and sustainability initiatives funded through DEP grants and other internal or external funding sources, including projects involving vacuum pump optimization, water reuse, and process efficiency improvements.
11. Provide support for additional initiatives led by the OFD Decarbonization Program, including sustainability planning, resiliency efforts, interagency coordination, policy development, training initiatives, and related program activities as needed.
12. Other related duties as needed.

Minimum Qualifications
1. Master's Degree from an accredited college or university in Business or Public Administration, Healthcare Management, Engineering, Social Sciences, Physical Sciences or a related discipline; and four (4) years of progressively responsible experience in projects and programs management, execution, and implementation, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or
2. Bachelor's Degree from an accredited college or university in one of the disciplines as listed in 1 above or a related discipline; and five (5) years of progressively responsible experience as described in 1 above, three (3) of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area; or
3. Bachelor's Degree from an accredited college or university in a discipline listed in 1 above or in a related discipline; and possession of a valid, professional certification listed below; and four (4) years of experience as described in 1 above, two (2) years of which must have been in the administration, management and/or execution of projects and programs of various complexities, including work in health care program planning, research, design or a related area.
a. Project Management Professional (PMP).
b. Program Management Professional (PgMP).
c. Certified Associate in Project Management (CAPM).
d. Lean Six Sigma (LSS), green belt or above.
e. Certified ScrumMaster (CSM).
f. SAFe Agilist (SA).

• Certified Energy Manager (CEM)
• Certified Energy Auditor (CEA)
• Cert. Building Commissioning Professional (CBCP)
• Project Management Professional (PMP)
• Building Operator Certification Level 1 or 2 or a related certification

Educational Level:

• A master's degree from an accredited college in facilities management, project management, engineering, architecture, healthcare management or a closely related field

Years of Experience:

• 5-7 years of Professional experience in the areas described in above

Knowledge, Skills, Abilities and other Requirements:

• Strong strategic problem-solving abilities
• Excellent technical, conceptual, and financial skills and ability to manage large project budgets
• Strong organizational and time management skills, with the ability to meet deadlines and work under pressure
• Excellent interpersonal and communication skills, with the ability to work effectively with vendors, staff, and stakeholders at all levels
• High level of productivity with a track record of meeting or exceeding project deadlines
• Experience in the design and construction of energy efficiency retrofit projects across diverse building types
• Experience with energy analysis and calculations for large commercial/industrial MEP systems (HVAC, boilers, chillers, VFDs, generators, lighting, controls)
• Experience with building commissioning, retro-commissioning, and system re-tuning
• Experience with on-site generation technologies (solar PV, CHP, fuel cells, backup power, demand response)
• Strong knowledge of building codes and healthcare facility standards
• Working knowledge of HVAC systems, including boilers, chillers, AHUs, RTUs, BAS/BMS, and air, steam, and chilled water systems
• Knowledge of ASHRAE energy standards and NYC energy, mechanical, and electrical codes
• Understanding of utility rate structures, energy savings calculations, and emissions accounting methodologies
• Experience with energy audits, feasibility studies, and measurement & verification (M&V) processes
• Familiarity with project management practices, including planning, scope development, design and construction oversight, and project closeout
• Familiarity with project delivery methods (Design-Bid-Build, Design-Build, CM-Build)
• Ability to develop scopes of work, review technical submittals

Special Equipment/Machines Operated:

• Strong computer proficiency with advanced use of Microsoft Office (Excel, Word) for data analysis, reporting, and documentation
• Experience with project management and tracking tools (e.g., Microsoft Project) to manage schedules, budgets, and project performance
• Familiarity with Autocad, Adobe Professional/Blue Beam for reviewing design drawings, documents and coordinating with consultants and contractors
• Working knowledge of Building Management Systems (BMS) and energy/utility data tools for monitoring, analysis, and optimization)
