Full Job Description

The Department of Homeland Security (DHS) has a continuing requirement for Homeland Enterprise IT Secure Services & Support (HEITS) for the continued operations and maintenance and evolution of the Homeland Secure Data Network (HSDN) and the Classified Local Area Network (C-LAN).  The Senior Project Manager (PM) will be responsible for customer relations with the agency POCs, and all projects, deployments, reports and briefings required by the customer.  When needed the PM may be called upon to manage projects for both the C-LAN and HSDN networks. The PM is responsible for planning, organizing, securing and managing resources to bring about the successful completion of specific program goals and objectives, as well as ensuring that all programs run within scope, time, and budget constraints. The PM will interface with task and functional leaders, subcontractors, and support personnel and influence development of solutions and processes that impact strategic goals and business results. The PM will recommend and implement new solutions, processes, policies and standards and assist in solving problems that are complex and typically impact multiple areas or disciplines. This position requires the ability to communicate with executive leadership (both internal and customer) regarding matters of significant importance to the organization/project. The PM brokers consensus with customers for practices, new concepts, and approaches. The PM also supports on-contract growth initiatives and customer engagement ensuring that the program can successfully build strong partnerships with DHS stakeholders while concurrently delivering new business for the HEITS contract.

The Mission

Primary Tasks

  • Build strong relationships with customer stakeholders.
  • Align Project Execution and Project Strategies to Leidos Business Development reporting standards.
  • Cultivate opportunities with customers to help both the HEITS contract and other adjacent contracts within the division grow if there is a natural overlap.
  • Facilitate solid lines of communication and coordination with the customer and technical teams throughout the lifecycle of the project
  • Recommend and implement new solutions, processes, policies and standards and assist in solving problems that are complex and typically impact multiple areas or disciplines.
  • Interface with task and functional leaders, subcontractors, and support personnel and influence development of solutions and processes that impact strategic goals and business results.

Basic Qualifications

  • Requires a BA degree and 15+ years of prior relevant experience or Masters with 13+ years of prior relevant experience. Experience may be considered in lieu of degree.
  • Work in a dynamic and demanding work environment
  • Brief staff members and contribute solutions to decisions
  • Work cooperatively as a team member
  • Work independently with minimal or no supervision
  • Possess strong written and verbal communication skills
  • Possess strong customer relationship management and ability to build effective customer relationships
  • Be able to manage multiple projects at the same time
  • Experience in successfully meeting SLAs
  • Experience developing processes and implementing improvements
  • Experience working in a matrix organization
  • Clearance Requirement: Top secret (Must be able to obtain and maintain a TS/SCI)

Preferred Qualifications

  • Knowledge of IT network systems and components
  • Experience in the DHS environment
  • Knowledge of change management, strategic planning, innovation
  • Knowledge of data collection and analytical assessment

Pay Range $139,100.00 - $251,450.00
