Full Job Description
H2 Performance Consulting (H2), a high-growth technology firm, is seeking a Senior Project Manager to support a U.S. government client. The Senior Project Manager will lead complex Federal projects, programs, and transformation initiatives from planning through implementation and closeout. The position integrates mission requirements, scope, schedule, cost, quality, risk, resources, governance, contractor performance, and stakeholder decisions to deliver measurable outcomes within the Federal operating environment. This is a fully remote position supporting a government client. The position requires U.S. citizenship and an active Public Trust clearance at the time of application. This position is contingent upon contract award, final staffing requirements, security eligibility, certification requirements, and customer approval, where applicable.

Key Responsibilities:
  • Plan and lead complex projects or programs involving multiple workstreams, offices, bureaus, commands, contractors, or stakeholder organizations.
  • Establish the project management approach, integrated schedule, work breakdown structure, governance cadence, performance baseline, quality controls, and reporting processes.
  • Manage scope, schedule, cost, staffing, dependencies, risks, issues, assumptions, decisions, changes, deliverables, acceptance, and closeout.
  • Translate contract, statutory, policy, program, technical, and stakeholder requirements into executable plans, milestones, backlogs, and assignments.
  • Lead multidisciplinary Government and contractor teams and coordinate the work of functional, technical, data, cybersecurity, acquisition, financial, and operational specialists.
  • Facilitate program reviews, integrated project teams, governance forums, risk reviews, sprint reviews, and executive decision sessions.
  • Develop forecasts, corrective action plans, alternatives, decision papers, executive briefings, and Government-ready status reports.
  • Maintain requirements and deliverable traceability and ensure work products are accurate, timely, defensible, and contractually compliant.
  • Support implementation, organizational change, communications, training, transition, adoption, benefits realization, and sustainment planning.
  • Align project objectives, outcomes, and acceptance criteria with agency mission, policy, acquisition strategy, funding, and operational priorities.
  • Develop and maintain integrated project plans, schedules, resource forecasts, risk and issue registers, action logs, decision logs, and performance dashboards.
  • Monitor progress using tools like GitHub or Jira with appropriate predictive, adaptive, Agile, or hybrid delivery methods and recommend timely management action when performance varies from the baseline.
  • Coordinate dependencies among policy, business processes, workforce, data, technology, security, privacy, accessibility, procurement, and deployment activities.
  • Manage communications with Government leads, contracting personnel, executives, end users, vendors, and partner organizations.
  • Protect procurement-sensitive, proprietary, personally identifiable, controlled, unclassified, and other sensitive information in accordance with applicable requirements.
  • Promote practical continuous improvement while maintaining accountability for scope, decisions, approvals, and outcomes.

Requirements

Required Qualifications:

  • Bachelor's degree from an accredited institution in business, public administration, project management, engineering, information systems, or related field; master's degree preferred.
  • 10+ years of progressively responsible project, program, operations, or management-consulting experience.
  • 10+ years supporting Federal civilian, defense, intelligence, military, or comparable public-sector organizations.
  • 10+ years leading complex projects, major workstreams, multidisciplinary teams, or transformation initiatives.
  • Demonstrated experience managing scope, schedule, cost, risk, quality, staffing, stakeholders, and contract deliverables.
  • Demonstrated ability to advise senior Government leaders and convert complex information into decisions and executable actions.
  • Documented results improving mission effectiveness, timeliness, quality, cost, compliance, customer experience, or workforce performance.
  • U.S. citizenship required.
  • Active Public Trust clearance required at the time of application.


Preferred Qualifications:

  • Project Management Professional, FAC-P/PM, DAWIA Level III Program Management, Certified ScrumMaster, PMI Agile Certified Practitioner, or comparable credential.
  • Lean Six Sigma, Prosci Change Management, ITIL, or comparable process, change, or service management credential.
  • Experience managing firm-fixed-price, time-and-materials, cost-reimbursement, multiple-award, task-order, or performance-based Federal work.
  • Experience with integrated master schedules, earned value concepts, Agile delivery, product roadmaps, requirements traceability, quality assurance, and executive governance.
  • Experience supporting Cabinet-level departments, defense organizations, independent agencies, or multi-agency initiatives.
