Full Job Description
Epsilon Systems is seeking a full time Senior Project Manager/Certified Marine Chemist (CMC) for the SRS division located in Portsmouth, VA.

Summary: This is a dual-function senior position that combines responsibility for overall marine decommissioning project execution with the independent, safety-critical authority of an NFPA Certified Marine Chemist (CMC). The CMC qualification is integral to the work, not an ancillary credential: OSHA requires a CMC to test and certify specified spaces and equipment before hot work where flammable or combustible materials are or have been present. The role therefore creates value through both project delivery and direct technical authorization of decommissioning work.

Duties and Responsibilities:
  • Project leadership - Own integrated planning and execution of the vessel decommissioning project, including milestones, performance, risk, and closeout.
  • Cost and schedule - Manage budget/cost performance, schedule, forecasts, changes, and recovery actions.
  • Customer interface - Serve as a senior point of contact for customer requirements, status, issues, and decision support.
  • Operations integration - Coordinate shipboard activities, trades, subcontractors, technical disciplines, and sequencing.
  • CMC / technical authority - Serve as the project Certified Marine Chemist and independent technical authority; perform required inspections, atmospheric testing, safety determinations, and Marine Chemist certification activities under applicable OSHA/NFPA 306 requirements, enabling specified decommissioning and hot-work activities to proceed.
  • Compliance and risk - Integrate contractual, safety, environmental, regulatory, and technical requirements into project execution.

Requirements:
  • Certified Marine Chemist
  • Bachelor's degree from an accredited college or university.
  • Completed at least three (3) years of full-time employment in marine construction or repair as a shipyard competent person or equivalent.
  • Five years' Project Management experience associated with ship maintenance, construction and repair.
  • Ten years' managerial or supervisory experience in engineering projects involving maintenance, installation, repair or testing of naval ship HM&E or electronic systems/ equipment.
  • Current security clearance (SECRET) or the ability to obtain one.
  • Must be able to gain access to a military/government and private shipyard installations.
  • Pursuant to the various government contractual requirements, all applicants must be U.S. Citizens.

Pay Range:

The pay range for this role is $175,000 to $250,000 per year. This is a reasonable estimate for this role. Individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience

ADA & Work Environment: The physical demands for this position are light to moderate. May require some lifting or assistance with heavy equipment. Position is required to stand for extensive periods of time, in extreme internal/external climates. Must also be able to work long hours, travel via various modes of transportation, and work any day of the week at any time of the day as required to meet customer needs, business objectives and to achieve delivery of service deadlines. The work environment for this job is demanding and potentially hazardous due to work on or inside ships as well as travel around ship repair yards.
