Overview:The Senior Project Manager leads all phases of Energy Savings Performance Contracting (ESPC) projects, from project initiation and planning through construction, commissioning, turnover, and close-out. The individual coordinates multidisciplinary teams that may include engineers, consultants, subcontractors, commissioning specialists, and internal support personnel. Success requires balancing client expectations, technical requirements, commercial objectives, and operational performance.
In addition to delivering projects, the position plays a strategic role in maintaining customer relationships, managing risk, ensuring contractual compliance, and supporting future business opportunities through successful project outcomes.
Responsibilities:Project Leadership and ExecutionThe Senior Project Manager is responsible for planning and delivering projects from concept to completion. Key duties include:
- Developing project execution plans, schedules, budgets, resource plans, and risk management strategies.
- Leading project teams and coordinating all project stakeholders.
- Monitoring performance against safety, schedule, budget, and quality targets.
- Resolving issues and implementing corrective actions when necessary.
- Supporting continuous improvement initiatives and lessons-learned reviews.
A primary expectation is the successful delivery of complex ESPC projects while maintaining high standards of quality and customer satisfaction.
Client and Stakeholder ManagementThe position serves as the principal client contact throughout project execution. Responsibilities include:

Financial and Commercial ManagementThe Senior Project Manager has significant responsibility for project financial performance, including:
- Budget development and forecasting.
- Cash flow and revenue management.

- Managing change orders, contract modifications, and commercial risks.
- Approving project expenditures and preparing executive financial reports.

Technical and Construction LeadershipThe Senior Project Manager provides oversight for technical implementation and construction execution, including:
- Coordinating energy conservation measures, facility renewal projects, and infrastructure upgrades.

- Reviewing engineering designs and technical specifications.
- Ensuring compliance with applicable codes, standards, and best practices.

The position also oversees construction quality, inspection, testing, deficiency management, turnover, and owner acceptance processes.

Minimum Qualifications:- A degree or diploma in engineering, engineering technology, construction management, or equivalent experience.
- At least 8 years of progressively responsible project management, engineering, construction, or energy services experience.
- At least 5 years leading complex infrastructure or facility projects.
- Demonstrated responsibility for budgets, schedules, quality, and client satisfaction.
- Experience with procurement, contract administration, and subcontract management.
- Ability to travel and obtain Government of Canada Reliability Status clearance.
Preferred Qualifications:- Professional designations such as P.Eng., PMP, or Gold Seal.
- Experience with Government of Canada, DND, PSPC, CSC, or other public-sector projects.
- Knowledge of Energy Performance Contracting (EPC), ESCO, Design-Build, or Integrated Project Delivery.
- Familiarity with Measurement & Verification (M&V) principles.
- Experience with ISO management systems and safety certifications.
- Advanced proficiency in Microsoft Project, Excel, Power BI, and related software.
