POSITION OVERVIEW

The Senior Project Controls Specialist is an experienced project controls professional with expertise on scheduling who owns Primavera P6 schedule development end to end across QGS federal programs, including baseline development, logic integrity, and forecast accuracy. Because schedule and cost are tightly linked in an EVMS environment, the ideal candidate also understands how resource-loaded schedule changes affect time-phased budgets, estimate-to-complete (ETC), estimate-at-completion (EAC), and earned value performance, and can perform Deltek Cobra EVMS reporting directly. The role drives early identification of schedule and cost risk in alignment with QGS enterprise PMO standards and the Acquire 6Comply 6Execute delivery model.

As a member of the Project Controls team, the Senior Project Controls Specialist partners closely with Project Managers, Finance, and functional leaders to drive disciplined schedule development while supporting integrated cost/schedule performance monitoring, trend analysis, program-level reporting, and audit-ready execution in complex federal (DOW/DOE) contracting environments. Beyond core scheduling, this role contributes to broader Project Controls deliverables, including cost reporting, risk tracking, and performance reviews, as QGS builds an integrated cost, schedule, and EVMS discipline.

What Youll Do

• Develop, maintain, and analyze detailed integrated master schedules using Primavera P6, including baseline development, logic validation, resource and cost loading, critical path analysis, and ongoing maintenance of baseline and forecast schedules, including status updates and estimate-to-complete (ETC) revisions, to ensure forecast accuracy and execution predictability.
• Conduct schedule health assessments using DCMA 14-Point Assessment metrics, integrated schedule/cost variance analysis, and trend analysis and reporting, escalating risks early to Project Controls management and PMO leadership to prevent downstream schedule or cost impacts.
• Enforce standardized scheduling practices, templates, and governance requirements across assigned programs, ensuring consistency, data integrity, and alignment with enterprise controls.
• Assist in assembling baseline change request (BCR) packages and support change order integration, ensuring approved scope, schedule, and budget changes are reflected accurately and traceably in baseline and forecast schedules.
• Understand and communicate the cost and earned value implications of schedule changes (dates, durations, resources, or logic) on time-phased budgets, ETC/EAC, and CPI/SPI, and perform Deltek Cobra EVMS reporting to ensure compliance with EIA-748 guidelines and contractual reporting requirements.
• Support stage-gate reviews and Authorization to Proceed (ATP) processes by validating schedule readiness, logic completeness, and milestone alignment prior to project advancement.
• Collaborate with Finance and program leadership to align P6 schedule forecasts with Cobra cost/EVMS forecasts and Contract Performance Report (CPR)/Integrated Program Management Report (IPMR) deliverables, strengthening overall project visibility.
• Support federal contract requirements by maintaining audit-ready schedules and documentation, with familiarity in federal schedule expectations (e.g., IMS development, DCMA schedule analysis principles preferred).
• Contribute to broader project controls deliverables beyond scheduling, including cost and progress reporting, risk register maintenance, and program-level performance reviews, supporting the continued build-out of an integrated cost, schedule, and EVMS function.
• Provide mentorship and technical guidance to junior project controls professionals, positioning this role to be a leader on the growing Project Controls team as the PMO expands.
• Maintain schedule flexibility to meet business demands, including extended hours as necessary to support critical milestones, and perform additional duties as assigned.

What Youll Bring

Required Education and Experience:

• Bachelors degree in Construction Management, Engineering, Business Administration, or related field; equivalent experience may be considered.
• Minimum 5-7 years of progressive scheduling and project controls experience in complex infrastructure, construction, EPC, or federal contracting environments.
• Advanced, hands-on proficiency in Primavera P6, including schedule development, resource loading, cost loading, and critical path analysis.
• Meaningful cost and EVMS experience, with a clear understanding of how resource-loaded schedule changes affect time-phased budgets, ETC/EAC, and earned value performance (EIA-748 guidelines); Deltek Cobra experience preferred.
• Strong analytical skills, with demonstrated experience in trend analysis and reporting, and the ability to interpret schedule and cost performance data and communicate risks clearly to leadership.
• Working knowledge of DCMA 14-Point Schedule Health Assessment metrics and their application to schedule quality and logic review.

Preferred Education and Experience:

• DoD/DoW and/or DOE program experience strongly preferred, including familiarity with agency-specific scheduling and reporting requirements.
• Experience developing Integrated Master Schedules (IMS).
• Experience supporting EVMS surveillance reviews, System Description compliance, or EIA-748 certification activities.
• Experience working within a PMO or enterprise project controls environment.
• Hands-on Deltek Cobra proficiency (CPI/SPI, variance analysis, EAC development); Deltek Costpoint familiarity is a plus.

No direct reports initially. This role can grow into a team lead position, with supervisory responsibility over junior and staff project controls professionals, as the PMO organization expands.

Compensation

• The anticipated salary range for this position is $120,000 6$150,000 annually. Actual compensation will be based on relevant experience, qualifications, skills, geographic location, and other job-related factors. This position is eligible for bonus and/or other incentive compensation.
