About the RoleWe are seeking an experienced
Senior Project Construction Manager to oversee all aspects of construction projects and maintenance activities across multiple complex, multi-million dollar projects. This role also carries responsibility for a variety of smaller projects managed by less experienced project managers, from conceptual design through completion - with primary accountability for safety, quality, schedule, and cost.
Key Responsibilities- Champion safety as a core responsibility in every task: obtain safety training, follow safety rules, and have the authority to stop work if conditions become unsafe.
- Manage the physical construction of all assigned projects and maintenance orders, ensuring each is completed safely and within cost and schedule requirements.
- Obtain and assign personnel to jobs (or coordinate with technical department managers) to optimize manpower and provide leadership on goals, priorities, and performance standards.
- Provide construction input throughout conceptual design, design, construction turnover, and project completion phases to optimize construction efficiency.
- Assign and manage personnel to project teams and review boards; guide construction strategies, design reviews, and cost/schedule input as projects progress.
- Establish and control cost, schedule, and technical baselines; manage project staff and matrixed personnel to maintain those baselines.
- Manage professional and non-exempt employees, including career development, performance reviews, and salary administration.
- Deliver clear, accurate oral and written presentations to internal and external stakeholders on construction status, changes, and new approaches - including complex technical, organizational, and financial topics.
- Conduct complex analysis of construction-related problems and develop innovative strategies to accelerate milestone achievement.
- Perform risk analyses and exercise decision authority in defining corrective actions and setting priorities.
Additional Duties- Develop construction execution strategies for capital projects.
- Develop acquisition strategies for subcontracted construction and/or design-build contracts.
- Develop and support the development of large construction contracts.
- Provide occasional oversight of large construction subcontract execution.
- Develop and maintain subcontract functional policies, procedures, and guidelines.
- Support development and standardization of subcontract documents.
- Support constructability reviews and Title II support for capital projects.
Required Qualifications- Bachelor's degree in a technical discipline and 15-17 years of practical construction experience.
- Equivalent combinations accepted: Associate's degree with 17-19 years of experience, or a High School diploma with 19-21 years of experience.
- In-depth knowledge of construction, cost and scheduling, and subcontract administration.
- Demonstrated ability to develop or evaluate construction strategies and techniques.
- Comprehensive understanding of project management and tactical-level project planning.
- Knowledge of operations, maintenance, or project startup, along with construction management and construction subcontracts.
Security Requirements- Candidate must be able to obtain and maintain a DOE "Q" security clearance. An active clearance is not required at time of hire; the selected candidate will be notified when to apply based on specific work assignments.
Preferred Qualifications- Active DOE clearance (L or Q) held within the past two (2) years.
- Experience developing large construction contracts for line-item capital projects.
- Experience with oversight/management of subcontract/STR programs.
- Experience developing STR policies and procedures.
