Summary:

Lead and grow a portfolio of contracts supporting U.S. Coast Guard (USCG) customers and Cherokee Federal’s mission. Accountable for strategic growth, financial performance, customer relationships, contract execution, and recompete/recapture efforts across an assigned portfolio.

Provide leadership and oversight to Program and Project Managers, ensuring programs meet contractual, operational, financial, staffing, quality, and customer objectives. Serve as a senior customer-facing leader, building trusted relationships across the USCG community, identifying emerging customer needs, and translating customer insights and program performance into growth opportunities.

Drive portfolio expansion through customer engagement, pipeline development, opportunity qualification, capture support, contract expansions, recompetes, and adjacent opportunities while maintaining exceptional execution of existing work. Manage complex, geographically dispersed, and/or high-value contracts with challenging staffing and operational requirements.

Compensation & Benefits:

Starting Salary Range for Senior Program Manager: $150,000 – $175,000

Responsibilities:

Includes the following:

• Lead an assigned USCG portfolio in alignment with Cherokee Federal’s strategic, growth, financial, and operational objectives.
• Develop and execute portfolio growth strategies, identifying customer priorities, whitespace, contract expansions, recompetes, adjacent markets, and new-business opportunities.
• Build, qualify, and advance a pipeline of opportunities in partnership with business development, capture, pricing, contracts, and executive leadership.
• Cultivate trusted relationships with USCG customers and stakeholders, leveraging mission knowledge, customer insights, and market intelligence to identify growth opportunities and strengthen customer satisfaction and retention.
• Lead and support capture and recompete efforts, including opportunity shaping, competitive assessments, teaming, solution and win strategies, staffing, pricing, proposals, and executive reviews.
• Provide executive oversight of programs and Program/Project Managers, ensuring contractual, operational, financial, staffing, quality, and customer objectives are achieved.
• Maintain accountability for portfolio financial performance, including revenue, profitability, forecasting, backlog, cost management, contract growth, and annual operating objectives.
• Monitor program and contract performance, proactively manage risks, implement corrective actions, and drive continuous improvement based on customer feedback, CPARS, and lessons learned.
• Ensure effective staffing, recruiting, retention, succession planning, and resolution of critical vacancies across the portfolio, including oversight of subcontractor and vendor performance.
• Conduct regular program and portfolio reviews to assess performance, customer satisfaction, financial health, staffing, risks, and growth opportunities.
• Build strong cross-functional partnerships across corporate functions to support successful portfolio execution and growth.
• Develop and communicate portfolio metrics and executive-level reporting covering pipeline, growth, recompetes, revenue, profitability, staffing, customer satisfaction, and program performance.
• Represent Cherokee Federal as a senior company representative with USCG customers, industry partners, teaming partners, and other external stakeholders.

• Perform other job-related duties as assigned.

Basic Qualifications, Education, & Experience:

•Bachelor’s degree and ten (10) years of federal government contract-related experience or an equivalent combination of education and experience.

•Substantial demonstrated experience supporting U.S. Coast Guard customers, needs and emerging requirements analysis, programs, missions, or contracts required.

•Demonstrated experience managing complex federal contracts and/or portfolios, including responsibility for financial performance, customer relationships, staffing, contract performance, and risk management required.

•Demonstrated experience contributing to pipeline and business development, organic growth, capture, recompetes, or new-business pursuits within the federal market required.

•Strong understanding of federal acquisition, contracting, business development, capture, proposal, and recompete processes with proposal development, solutioning, support and writing skills.

•Excellent organizational and project management skills.

•Ability to manage and develop high performing teams and implement and execute vision and goals.

•Ability to assess program performance and intervene effectively when cost, schedule, staffing, quality, contractual, or customer objectives are at risk.

• Ability to obtain and maintain an active security clearance per contract and/or sector requirements.

•Must pass pre-employment qualifications of Cherokee Federal.

Preferred Qualifications:

•PMP certification.

•Knowledge of Deltek Costpoint or similar software.

Work Environment:

Work is performed primarily in a climate-controlled environment. Work will require travel including overnight stays.
