Description

Senior Program Manager to support our growing portfolio of Federal Government programs. The ideal candidate will manage and oversee programs involving software development, infrastructure, cloud services, cybersecurity, system modernization, and IT operations.

A strong candidate will have extensive experience managing federal IT programs, leading program and technical teams, maintaining strong customer relationships, and ensuring successful delivery across schedule, cost, technical, and contractual requirements.

As a valued member of the SFI team, you will play a critical role in delivering mission-critical capabilities to our Federal Government customers.

Work Environment: SFI Headquarters in Crystal City, VA

Key Responsibilities:
  • Lead and oversee multiple Federal Government IT programs involving software development, infrastructure, cloud services, cybersecurity, modernization, and IT operations.
  • Provide direction, mentorship, and performance oversight to program managers, project managers, technical leads, and delivery teams.
  • Ensure program delivery of high-quality IT services aligned with contract requirements, program schedules, SLAs, and government expectations.
  • Manage program scope, schedules, staffing, budgets, risks, deliverables, and overall performance.
  • Provide hands-on leadership and a "roll-up the sleeves" approach when needed to address program challenges.
  • Identify and resolve program, staffing, operational, technical, and customer issues and escalate complex matters as appropriate.
  • Maintain strong relationships with government customers, Contracting Officers, Contracting Officer's Representatives, and program stakeholders.
  • Ensure compliance with the Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, contract requirements, security requirements, and applicable federal policies.
  • Manage program financial performance, including budgets, forecasts, revenue, profitability, funding, invoicing, and cost control.
  • Conduct regular program reviews and develop corrective action plans when programs are not meeting performance expectations.
  • Coordinate with SFI Contracts, Finance, Human Resources, Recruiting, Security, Quality, and Technology teams to support successful program execution.
  • Oversee program staffing, workforce planning, employee performance, retention, and succession planning.
  • Manage subcontractor performance and ensure subcontractors meet contractual, technical, financial, and staffing requirements.
  • Support contract transitions, program startups, recompetes, contract modifications, proposal development, and organic growth opportunities.
  • Promote Agile, Scaled Agile, DevSecOps, IT service management, quality assurance, and continuous improvement practices.
  • Report program performance, risks, financial status, and operational issues to SFI executive leadership.
  • Other duties as assigned.


Requirements

  • Must be a U.S. Citizen with at minimum of an active Secret Clearance or ability to obtain one
  • Bachelor's degree in Business Administration, Information Technology, Computer Science, Engineering, or related field.
  • 10+ years of professional experience, including extensive experience managing Federal Government IT programs.
  • 8+ years of program or project management experience.
  • Demonstrated experience managing multiple programs, projects, or delivery teams simultaneously.
  • Active Project Management Professional certification is required.
  • Strong knowledge of the Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement.
  • Demonstrated experience managing software development, infrastructure, cloud, cybersecurity, modernization, or IT operations programs.
  • Demonstrated experience managing program budgets, forecasts, revenue, profitability, and cost control.
  • Demonstrated ability to manage federal contract requirements, deliverables, staffing, funding, modifications, and compliance obligations.
  • Demonstrated ability to lead program managers, technical teams, subcontractors, and multidisciplinary delivery organizations.
  • Demonstrated ability to translate customer and business needs into tangible program plans, roadmaps, schedules, and actions.
  • Strong customer relationship management, leadership, communication, negotiation, and problem-solving skills.


Desired Skills:
  • Program Management Professional, SAFe, ITIL, Scrum, AWS, Microsoft Azure, or equivalent technical or leadership certifications.
  • Experience managing IT programs within DoD or Federal Civilian agencies.
  • Experience with software development, cloud migration, DevSecOps, infrastructure operations, cybersecurity, and enterprise modernization.
  • Experience managing large teams and multiple subcontractors.
  • Experience with Firm-Fixed-Price, Time-and-Materials, Cost-Reimbursement, and hybrid federal contracts.
  • Experience with CPARS, program transitions, recompetes, and recovery of underperforming programs.
  • Experience supporting CMMI and ISO-certified environments.

Salary Description

$120,000 - 240,000 /year
