Full Job Description

The Mission Operations Area within Leidos’ Digital Sector is seeking an experienced Senior Program Manager to manage the Compartmented Enterprise Services Office (CESO) Task Order for the Systems Engineering, Technology, and Innovation (SETI) contract. This individual should be a self-motivated professional with experience leading high performing enterprise operations teams in a high op-temp, top secret environment.  The individual should have excellent communication, critical thinking, and collaboration skills to function in a high-paced, dynamic environment supporting the most senior levels of national security decision-making.  The PM will need to be capable of leading all facets of this task to success.

Within the CESO program, the Defense Information System Agency (DISA) is looking to ensure highly reliable delivery of critical secure information capabilities in support of senior DoD and IC community leaders.  As part of this task order, Leidos manages the operations and sustainment of the cloud and broader information environment to include operational engineering, support to the continuous development & continuous integration environment, fourth estate consolidation, and broad professional services – ITIL/DevSecOps based processes, excellent customer experience 1st call resolution, and service catalog-based delivery for Defense Working Capital Fund (DWCF) Model.

Primary Responsibilities

  • Ensure sustained operations of CESO mission capabilities driving delivery of operational best practices across CESO
  • Ensured delivery of commitments made to DISA and mission partners to ensure high availability and reliability of CESO operations
  • Deliver exceptional service to DISA by leading the team delivering a range of services
  • Communicate critical and time sensitive program-related information directly to the SETI Leadership, or other delegated Government program personnel
  • Perform as key point of contact for client relations and engage regularly to determine priorities based on the Customer guidance
  • Engage with other SETI Task Order Managers to achieve synergy and efficiency
  • Delivery of all programmatic components (cost, schedule, performance) to drive execution of the task orders
  • Financial performance (revenue, operating income, margin) against the Annual Operating Plan commitments made.

Basic Qualifications

  • Candidate must possess an active DOD TS/SCI
  • BS/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Add'l experience may be considered in lieu of degree.
  • Proven experience leading operational teams to ensure mission availability and reliability
  • Ability to obtain an AWS Certified Cloud Practitioner within 120 days of starting
  • 4+ years of experience supervising or leading technical teams or projects.
  • Experience shall include regular communications with the supported organization’s senior leadership and direct accountability for managed activities.
  • Proven ability to connect with and effectively lead a high performing diverse team of varying levels of experience.
  • Previous experience with supporting / leading proposals to achieve on-contract growth.
  • Experience leading programs with year over year financial growth and strong margin growth.
  • Excellent written and oral communication capability
  • Experience and ability to successfully negotiate and influence others to understand and accept new concepts, practices and approaches.
  • Ability to drive employee culture change and transformation.
  • Experience leading teams in a high op-temp, top secret environment

Preferred Qualifications

  • PMP Certification
  • Prior experienced with DISA and DISA’s support to mission partners

Pay Range $131,300.00 - $237,350.00
