As the Senior Program Analyst (Submarine Construction Material) you will be on a dynamic team providing technical and programmatic support to the VIRGINIA Class Submarine Program (PMS450) and the U.S. Navy's Team Submarine Program Offices! PMS450 is responsible for the design, construction, certification, and delivery of Virginia Class Submarines. Virginia Class Submarines (VCS) are built to seek out and destroy enemy ships/submarines, working both independently and in concert with carrier strike groups/other ships, providing Joint Commanders with early, accurate knowledge of the battlefield; covert striking power against targets ashore; and the maritime strength to destroy enemy naval forces and interdict seaborne commerce. U.S. Navy submarines ARE the undersea advantage against our adversaries.
We are looking for an energetic, enthusiastic and exceptional person to serve as the Senior Program Analyst (Submarine Construction Material) PMS 450. This position is in support of the PMS450 Construction Division, Government Furnished Equipment (GFE) and Vendor Management Branch (PMS450C1). It will require engagement with other key stakeholders in the submarine new construction enterprise, including the shipbuilders, Supervisors of Shipbuilding, other divisions of PMS450, and other organizations in TEAM SUB.
Responsibilities:
- Provide program management expertise and oversight of VCS material, both GFE and Contractor Furnished Equipment (CFE), to ensure material is delivered in time to support construction schedules while meeting technical and quality requirements. Focus on improving perennial material issues to enable shipbuilder success.
- Provide leadership in defining an optimized plan for government oversight of shipbuilder material procurement and management activities. Ensure strategic focus of a multi-functional, multi-organizational effort to better align resources in a coordinated enterprise approach for material oversight, enabling increased alignment while reducing organizational overlap.
- Identify issues/challenges within the VCS material area of responsibility and work with key stakeholders to analyze root cause, evaluate alternative solutions, and provide recommendations that are in the best interest of the VCS Program. Work with other stakeholders to implement and execute recommendations.
- Provide proactive updates on the execution of work efforts to VCS Construction Leadership.
- Foster a high-performing and engaged team environment by providing consistent coaching, mentorship, and clear direction.
- Empower others to execute work at the appropriate level, encouraging the autonomy and professional growth necessary to achieve the VIRGINIA Program goals.
To be successful in this role, you must have:
- U.S. Citizenship is required.
- SECRET clearance is required.
- 15+ years of professional experience.
- Bachelor's degree.
- Knowledge of DoD Acquisition regulations and requirements.
- Experience or familiarity in submarine construction, supply chain management, or general project management.
- Deep technical experience in naval manufacturing.
- Strong written and verbal communication skills; communication is timely and tailored to the appropriate audience.
- Proven leader of teams and strategic thinker.
- Learning attitude: If the realized outcome wasn't what was expected, will critically self-assess to figure out why and implement changes for the next time.
- Excellent communications and analytical skills; able to meet with program officials and influence actions needed to meet technical program milestones.
- Experience briefing senior leaders.
- Proficient with MS Office products i.e., Excel, PowerPoint, Word, and Outlook.
- Ability to travel up to 10%.
Preferred Education and Experience Requirements:
- 15 years of experience with Navy acquisition and Submarine Programs.
- Experience leading a project and interfacing with an end item customer.
- Recent experience in Team Submarine would be ideal.
- Experience supporting a submarine acquisition program.
- Typical technical or engineering experience and expertise in working with the DoD acquisition programs and processes.
- Experience in developing technical standards.
- Strong quantitative, analytical and conceptual thinking skills.
- Ability to facilitate and coordinate efforts with key government and non-government stakeholders.
- Ability to work with minimal supervision.
