Full Job Description
The Air Force Civilian Service (AFCS) is looking for a full-time civilian Global Communications Technology Analyst, GG-0343-14 located at the Concepts, Development, and Management Office (CDM) within the National Capital Region, Fairfax, VA.

Salary Range: $143,000 - 163,000

Relocation and recruitment incentives may be available based on eligibility.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

Depending on the type of position you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

You will establish and lead the strategic vision for our Global Communications market-based and economic analytic efforts. The ideal candidate will be a "player-coach" who can see the bigger picture-aligning with Department of Air Force (DAF), Secretary of the Air Force's Office of Competitive Activities (SAF/OC), and OCEA goals. The candidate serves as the leading authority for commercial and economic assessments of DAF equities, and their interaction with the commercial sector, requiring the ability to effectively present findings and solicit action from stakeholders.

Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

BA/BS in Finance, Economics, or Analytics from a leading university; advanced degree preferred.

Experience in Corporate Finance, Equity Research, Business Valuation, Geoeconomic Analysis, or Geopolitical Analysis is also preferred.

Education and/or senior level experience within the Program Support Officer field, as it applies to R&D projects and efforts within the intelligence arena, and a comprehensive knowledge and/or practical application within Contracting Office Representative (COR) and/or acquisition arena is desired.

Comprehensive knowledge of DoD and IC organizations, policies, legislation, and directives to plan and develop relationships and guidance for application of complex procedures and techniques to diverse situations and varying degrees of management control.

COTRs appointed after November 26, 2007 must be certified no later than six months from their date of appointment.

Knowledge of National Security policy requirements to apply new methods, procedures, techniques or theories to unique one-of-a-kind situations in the intelligence arena.

Extensive knowledge and experience managing, planning, budgeting and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency cooperation on advanced concepts, principles and practices.

Knowledge of project management, decision making, market research, problem solving and negotiations to carry out COTR responsibilities.

Senior level experience and skills in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues.

Desired Experience: Commercial/Economic Analysis, Corporate Finance, Equity Research, Geopolitical Analysis, Financial Modeling, Business Intelligence, Project Management, and Contract Management. Expertise in corporate finance, MA, economic competition, and/or equity research surrounding the Global Communications Market. Must have hands-on skills in business or market analysis, and/or econometrics to drive strategic insights.
