SENIOR PROGRAM ANALYST

NOTE: This role is contingent upon a contract award.

CTC is seeking a proactive Senior Program Analyst to support federal capital investment and infrastructure initiatives within the Energy, Resilience and Sustainability (ERS) Division. This position will provide program management support for capital investment initiatives by developing and maintaining program plans and guidance, tracking execution and financial actions, coordinating reporting and documentation, supporting governance activities, and assisting with the oversight and delivery of Restoration & Modernization (RM), Demolition, Operations & Maintenance (O&M), and MILCON programs.

Key Responsibilities:

  • Supporting development and maintenance of long-range facilities restoration and modernization plans and provide regular status updates.
  • Monitoring execution of current-year facilities programs, track milestones, and develop weekly/monthly reporting.
  • Assisting with development, review, and coordination of official program documentation, including Authority to Advertise, Congressional Notifications, guidance updates, and SOPs.
  • Conducting data analysis on restoration, demolition, and O&M programs; prepare reports, metrics, and briefs for Government review.
  • Coordinating governance activities such as Capital Investment Working Group meetings, materials, logistics, and post-event documentation.
  • Developing project documentation and collaborate with various stakeholders to assist clients with initiating highest priority infrastructure projects.
  • Developing technical and high-level briefings to inform decision-maker


Basic Qualifications:
  • Bachelor's degree in a relevant discipline (e.g., engineering, architecture, business, public policy, public administration).
  • 4-6 years of experience supporting Government or DoD programs, including MILCON project development, budgeting, or facilities lifecycle processes.
  • Familiarity with FSRM, MILCON, demolition programs, or similar federal facilities portfolios.
  • Prior experience collaborating with engineering, planning, financial, or regional teams to support initiation and tracking of infrastructure projects.
  • Strong communication skills with demonstrated ability to coordinate across headquarters and regional command stakeholders.
  • Ability to work both independently and collaboratively in virtual and in-person team environments.
  • Ability to manage multiple projects and competing priorities under tight deadlines.
  • Proficiency with Microsoft tools, including MS Teams, Word, Excel, and PowerPoint.


Preferred Qualifications
  • Master's degree in relevant discipline.
  • Direct experience supporting Marine Corps installations facilities programs
  • Experience preparing official program documents such as ATAs, Congressional Notifications, or SOPs.
  • Exposure to low-code or automated reporting tools and ability to support template-driven reporting.
  • Experience using or supporting systems such as ETMS2, FMT, or other government program-tracking databases


Benefits:
  • The starting salary range for this position has been established as $100,000 - $120,000
