We are seeking an experienced Senior Product Strategist and Product Owner Coach to support NIH in advancing a product ownership model across a portfolio of digital products, data resources, information services, and strategic initiatives. The successful candidate will partner with product owners, program leaders, technical teams, and subject matter experts to define product strategies, strengthen governance and performance frameworks, drive cross-functional collaboration, and foster a culture of continuous improvement and innovation.
This role will serve as a trusted advisor, coach, and facilitator, helping teams align product decisions with organizational goals, user needs, and measurable outcomes while supporting the adoption of agile and product-centric practices.
Key Responsibilities- Partner with project leadership, client leadership and product teams to develop product strategies, roadmaps, implementation plans, and decision frameworks.
- Lead strategic initiatives that improve the discoverability, accessibility, usability, and value of digital products, research resources, and information services.
- Facilitate cross-functional collaboration among stakeholders, SMEs, technical teams, product owners, and program leadership.
- Support the development, maturation, and adoption of product ownership practices across multiple products and services.
- Develop and maintain product management and product owner toolkits, including policies, procedures, templates, governance models, metrics guidance, and product documentation.
- Coach product owners and teams in product ownership principles, agile and scrum practices, backlog management, prioritization, roadmap development, and stakeholder engagement.
- Embed with product teams to provide hands-on support in agile leadership, evaluation planning, knowledge management, and team operating rhythms.
- Define product goals, success measures, KPIs, indicators, and evaluation approaches that support evidence-based decision-making.
- Develop qualitative and quantitative evaluation frameworks to assess product effectiveness, adoption, user value, impact, and return on investment.
- Analyze user, stakeholder, operational, and performance data to generate actionable recommendations for leadership and product teams.
- Support product reviews, performance reporting, management briefings, and strategic planning activities.
Required Qualifications- Bachelor's degree in business, Public Administration, Information Science, Library and Information Science, Health Informatics, Data Science, Program Management, STEM, or a related field.
- 7+ years of experience in product strategy, product management, product ownership, digital transformation, program management, evaluation, or organizational change initiatives
- 5+ years of experience supporting product owners using Agile, Scrum, Lean, Design Thinking, Human-Centered Design, or Product Management frameworks.
- 3+ years of experience translating organizational priorities, user needs, and stakeholder input into actionable product strategies and implementation plans.
- 3+ years' experience in facilitation, coaching, communication, problem-solving, and consensus-building skills.
- 3+ years' experience establishing product metrics, KPIs, indicators, evaluation goals, and reporting frameworks.
Preferred Qualifications- Demonstrated ability to facilitate collaboration across technical, scientific, operational, and non-technical stakeholders.
- Experience supporting federal government, healthcare, biomedical research, scientific, library, or information management organizations.
- Experience working with complex information systems, research data platforms, digital libraries, metadata systems, content ecosystems, or public-facing digital services.
- Certification such as Certified Scrum Product Owner (CSPO), SAFe Product Owner/Product Manager, PMI-ACP, PMP, or Prosci Change Management preferred.
Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$81,499.00 - $138,549.00
