Senior Procurement Specialist requiring a
Public Trust located in
Silver Spring, MD.
This position requires at least two days on-site at the government facility, subject to change based on government direction.Salary range for this position is up to $135,000, depending on qualifications, including relevant certifications, education, years of experience, and demonstrated experience supporting Federal Government programs within the field. Candidates with specialized expertise, industry-recognized certifications, and strong Federal contracting experience may be considered at the higher end of the range.
- ActioNet is seeking a Senior Federal IT Acquisition Specialist to support NOAA OMAO's IT acquisition activities. This position will help Government customers develop complete, compliant, and acquisition-ready IT procurement packages while coordinating required technical, security, accessibility, and governance reviews.
Responsibilities
- Support Federal IT acquisitions in accordance with the FAR, applicable CFR requirements, Department of Commerce policies, and agency procedures.
- Gather and refine customer requirements and develop acquisition documentation, including SOWs/PWSs, Independent Government Cost Estimates (IGCEs), Market research, Technical specifications and acquisition support documentation
- Support FITARA package development, review, routing, tracking, and approvals.
- Support IT Investment Authority (ITIA) and Investment Review Board (IRB) processes.
- Coordinate acquisition reviews with IT Security, Section 508/accessibility, and other Government stakeholders.
- Support IT Security Checklist, Supply Chain Risk Management (SCRM), Security Impact Assessment (SIA), and technical product/software reviews.
- Support and participate in Information Resource Management Advisory Committee (IRMAC) acquisition activities.
- Create, route, and track acquisition actions in PRISM, including requisitions and Requirements Workspaces as applicable.
- Conduct vendor, product, service, pricing, and contract-vehicle research.
- Maintain accurate tracking of contracts, software licenses, vendor agreements, SLAs, acquisition actions, risks, and approvals.
- Advise technical customers on acquisition requirements, documentation gaps, risks, and next steps.
Required Qualifications
- Demonstrated experience supporting Federal Government acquisitions, with meaningful experience in Federal IT acquisition.
- Working knowledge of the FAR and Federal acquisition lifecycle.
- Experience developing or reviewing SOW/PWS, IGCE, market research, and acquisition packages.
- Experience supporting IT acquisition governance processes such as FITARA.
- Strong analytical, documentation, stakeholder-management, and communication skills.
- Ability to independently manage multiple acquisition actions and deadlines.
- Bachelor's degree in business, acquisition, contracting, finance, IT, or a related field, or equivalent relevant experience.
Preferred Qualifications
- Previous Department of Commerce or NOAA experience.
- Experience with FITARA, ITIA / IRB, PRISM, SCRM, IT Security Checklists / SIAs, Section 508 reviews
- Experience with Federal IT contract vehicles such as GSA MAS, NASA SEWP, BPAs, or IDIQs.
- Relevant acquisition certification such as CFCM, CPCM, FAC-C, DAWIA Contracting, or CPSM.
The ideal candidate combines strong Federal contracting knowledge with enough IT acquisition experience to guide technical customers from initial requirements through a complete, compliant, and approval-ready procurement package.
Preferred Qualifications: - Experience in Marine and/or Aviation related industries
