The Team You'll Work With:
MORMC is responsible for, among other things, developing and recommending strategies, policies, procedures, and techniques to assess and manage financial, operational, and reputational risks in City agencies and offices. MORMC recommends measures to address risks identified in specific agency and City programs, activities, and issues. MORMC's work covers the full spectrum of City agencies, projects, and issues. MORMC operates at the direction of the Office of the Chief Counsel to the Mayor and City Hall.

The Problems You'll Solve:
Under the overall direction of the Director and Deputy Director of Strategy & Operations, the Senior Policy Analyst will work directly with City agencies to coordinate strategies that identify risks and opportunities to improve services through a dynamic structure that prevents fraud, waste, and abuse and fosters compliance with legal requirements and best practices.

The Senior Policy Analyst will:
-Assist MORMC management to develop practical and affordable measures to manage risk and increase overall city efficiency.
-Conduct research, including qualitative and quantitative reviews of existing City programs and best practices.
-Develop and update confidential agency risk, compliance, and organizational profiles.
-Conduct robust contract reviews and other compliance-focused investigations.
-Undertake data analysis and fact-finding exercises to identify risks and make evidence-based recommendations to MORMC leadership.
-Conduct end-to-end project management of strategic initiatives, including the development of confidential project-related documents, schedules, project plans, meeting agendas, minutes, status reports, etc.
-Develop robust data visualization products, including geospatial analysis and dashboards using SQL, R, Power BI, and other software tools.
-Produce professional presentations, memos, data summaries, and other materials necessary to present project findings and recommendations to City leadership.
-Coordinate with City agencies to ensure compliance with project timelines, schedule meetings, and request supplemental documentation, as required.
-Manage and assist in the production of support materials for meetings and functions, schedule rooms, and assist with any required logistics and office management needs.

About You:
-You have an interest in City government strategy and operations and a general understanding of city functions.
-You have experience and expertise in project management, including a track record of managing substantial projects from conception through implementation and review.
-You are highly organized and can proactively guide project-related work.
-You are academically and/or professionally trained in data analysis and capable of conducting descriptive and inferential statistical analyses with challenging datasets.
-You have experience delivering work products utilizing SQL, Python, R, and Power BI.
-You have expert skills in MS Office Suite tools and the ability to produce highly professional work products in PowerPoint.
-You have strong professional writing skills and experience drafting memos, project summaries, project updates, and other work products.

Minimum Required Qualifications:
-Bachelor's degree required, master's degree preferred
-2+ years of experience in City government, urban planning, policy, or operations preferred

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
