Position Overview

Join us in our support to the US Space Force (HQ USSF) Commercial Satellite Communication (COMSATCOM) Office (CSCO), where you will help shape the future of assured, resilient SATCOM for our warfighters and mission partners. As a key member of a highly collaborative, mission-focused team, you will apply your expertise to help deliver innovative commercial SATCOM capabilities, integrate a transformative COMSATCOM business model into the broader SATCOM enterprise, and translate complex operational needs into effective, affordable solutions. In this role, you will work directly with COMSATCOM customers and stakeholders, providing trusted guidance, insightful analysis, and clear recommendations that drive real-world impact in a rapidly evolving space domain. Job duties include:

Responsibilities
  • Analyze and track evolving DoD, USSF, and interagency policies affecting COMSATCOM acquisition and enterprise operations; communicate policy implications and provide actionable recommendations to program leadership.
  • Research and develop policy positions, issue papers, white papers, and strategic analyses supporting COMSATCOM business model transformation and Enterprise Acquisition Strategy Framework (EASF) initiatives.
  • Identify and recommend improvements to acquisition and budgetary processes; monitor legal, regulatory, and commercial marketplace developments and provide timely policy analysis to leadership.
  • Conduct strategic research and policy landscape reviews in support of senior leadership decision-making; package findings and comparative analyses in executive-appropriate formats.
  • Support development and maintenance of the SSC/CSCO strategic communications plan, organizational performance objectives, and annual strategic review materials; coordinate inputs across CSCO divisions and with external stakeholders.
  • Develop policy-related briefings, decision memoranda, talking points, and read-ahead packages for Flag/General Officer, SES, and Congressional staff engagements.
  • Coordinate across COMSATCOM Solutions and EMSS branches to ensure program-wide policy coherence; respond to ad hoc policy taskings from senior leadership within required suspense windows.
Required Qualifications
  • Minimum of 8 years of experience in policy analysis, defense acquisition policy, space or satellite communications program management, strategic communications, or a related field.
  • Bachelor's Degree in Political Science, Public Policy, National Security, International Relations, Business Administration, or a related field.

  • Demonstrated experience analyzing DoD, USSF, or federal acquisition regulations, directives, and policy frameworks and translating them into actionable guidance for program teams.
  • Strong written communication skills, including experience developing executive-level policy papers, briefings, and decision memoranda for Flag/GO, SES, or equivalent senior audiences.
  • Ability to manage multiple concurrent policy taskings, coordinate inputs across diverse stakeholders, and deliver products under deadline pressure.
  • Strong analytical, critical thinking, and problem-solving capabilities.
  • Excellent verbal and written communication skills with experience presenting findings and recommendations to senior government stakeholders.
  • Deadline-driven, organized, detail-oriented, and able to operate effectively in a fast-paced environment.
  • Ability to support on-site client meetings within the National Capital Region.
Preferred Qualifications
  • Master's Degree in Public Policy, National Security Studies, Strategic Studies, Business Administration, or a related field.
  • Experience supporting USSF, Space Systems Command (SSC), DISA, or DoD COMSATCOM or satellite communications acquisition programs.
  • Familiarity with commercial SATCOM business models, enterprise acquisition strategies, and Working Capital Fund (WCF) financial structures.
  • Experience with innovative acquisition authorities such as OTA or IRU instruments in space or communications programs.
  • Experience with Congressional affairs, legislative engagement, or interagency policy coordination at the OSD or Service level.
  • TS/SCI eligibility.
Pay Transparency

The salary range for this role is $150,000- $175,000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
