DOB plays an essential role in implementing New York City's ground-breaking climate policies, including Local Law 97, which significantly reduces greenhouse gas emissions from the city's largest buildings. The Department's Bureau of Sustainability is actively developing the policies and regulations needed to advance New York City's climate goals. In a city where buildings contribute nearly three-quarters of our greenhouse gas emissions, a focus on efficiency, building energy usage, and decarbonization is critical. DOB is committed to becoming the nation's premier municipal building organization, enhancing the quality of life for all New Yorkers, and making our city a safer and healthier place to live. The Sustainability Bureau seeks a highly motivated individual to join our team as a Senior Policy Analyst and Project Manager, a key role responsible for helping to implement and administer DOB's sustainability policies and support the Bureau's mission. The Senior Policy Analyst and Project Manager will be instrumental in directing the development, management, communication, and evaluation of policies, processes, and programs that impact building energy efficiency and carbon reduction. Under general direction, with very wide latitude for the exercise of independent judgment and initiative, performs technical work, research and analysis and serves as project leader to implement sustainability projects. Primary responsibilities will include but are not limited to: - Assisting the Bureau with the review and development of policy, implementation, and enforcement strategies; - Directing and conducting quality control reviews and providing recommendations for operational procedures within the Bureau to align with policy agendas and legislated directives, including process flows for reporting and filing, with a keen understanding of IT implications; - Serving as a subject matter expert sharing technical information effectively to both internal and external stakeholders; - Performing trainings to improve coordination of systems to optimize efficiency; and - Developing technical documentation that supports the Department's policy agendas, legislated directives processes and business processes such as technical reference, technical and non-technical user guides, fact sheets, bulletins, service notices, etc. REMOTE WORK This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
