As the Senior Policy Advisor (Director for Institutional Integrity), you will:
- Develop and maintain DFC's anti-corruption framework, including policies and procedures to ensure the highest standards of integrity in DFC's development finance activities.
- Serve as a policy advisor in OGC, providing input and advice on BUILD Act risk and audit compliance to inform policy and program issues in the area of integrity, corruption and fraud, and assuming responsibility for ensuring appropriate DFC responses to ensure compliance.
- Advise on DFC's sanctions and debarment process for both programmatic and operational activities. Assist the GC, DGCs, and other members of OGC in resolving compliance issues, recommending, as appropriate, risk mitigation strategies, exercise of contractual remedies, initiation of the debarment process and/or sanctions.
- Develop relevant criteria and assist the GC, DGC, other members of OGC, and VPs in maintaining consistency in the analysis of integrity due diligence (KYC) results across DFC's pipeline and portfolio. Provide related training.
- Represent DFC in an interagency capacity with relevant stakeholders in identification of potential DFC foreign counterparty entities that may be engaged in corruption activities, bribery, fraud, terrorism, terrorism financing, money laundering, drug trafficking, human trafficking or complicity with the gross violation of human rights.
- Recommend initiation of investigations by the Office of Inspector General (OIG) into suspected violations of BUILD Act and other legal and policy requirements for the prevention of fraud and corruption.
- Provide support related to referrals of fraud and corruption matters to OIG and management of DFC's responses to ongoing investigations and OIG findings related to fraud and corruption; chair DFC anti-fraud and corruption meetings, coordinate with OIG on allegation processing (as appropriate), follow-up on DFC actions related to allegations and OIG investigations.
- Recommend actions to the GC, DGC, CEO, CoS, CRO, or CFO based on a thorough understanding of BUILD Act risk and audit requirements in accomplishment of DFC goals and objectives.
- Provide ongoing training to staff on the sanctions and debarment process and policies related to anti-fraud and anti-corruption as they pertain to operational or programmatic activities of DFC.
- Recommend and implement engagement across sectors in current thinking, approaches, strategies, and tools related to preventing, detecting, and mitigating fraud and corruption in international development projects that are of relevance to DFC's approach, in order to improve DFC's performance in combating fraud and corruption and fulfilling its mission.
- Lead and provide inputs for reports on compliance with transparency standards, through the implementation of integrity and anti-corruption safeguards across DFC's operations.
- Draft remarks, briefings, and talking points for the GC and other senior DFC officials as requested related to issues related to the incumbent's duties.

QualificationsStatus candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in all of the following:
- Experience conducting open-source business intelligence research, analyzing results, and preparing written summaries of findings;
- Experience applying international legal and policy frameworks related to control of money laundering, corruption, terrorist financing, and economic sanctions;
- Experience providing advice on BUILD Act risk and audit compliance; and
- Experience serving as an expert advisor supporting senior executive leadership by formulating policy recommendations on anti-corruption framework.
Note: Education is not substitutional at this grade level.
