Primary Purpose of Organizational Unit

The East Carolina University Police Department, located in the Blount House, is a professional police department providing the same level of service offered by a municipal police department, as well as other services unique to an academic institution. The department is responsible for the wellbeing of everyone at the University 24 hours a day, 365 days per year. The average daily population served is approximately 40,000 including students, faculty, staff, and visitors. The department works closely with administrators, students, faculty, and staff to create and maintain a secure atmosphere. Its statutory arrest jurisdiction includes all University property as well as streets and sidewalks adjacent to the property. In addition, it participates in a mutual aid agreement with other local departments, including the City of Greenville, which gives University Officers jurisdiction in much of the city-area surrounding the University. University Officers are also assigned to local multi-jurisdiction task forces.

The ECU Police Department consists of over 50 full-time sworn police officer positions and up to 10 sworn reserve officer positions that are certified by the State of North Carolina and 16 non-sworn departmental personnel. ECU Police Officers patrol university grounds on foot, in patrols cars, and on bicycles.

Primary Purpose of Position

The Senior Police Supervisor (Lieutenant) position is professional work requiring the supervision of sworn police officers, sworn police supervisors (Sergeants), and non-sworn employees engaged in enforcing the laws of the State of North Carolina and the United States Government at East Carolina University and/or providing other relevant, essential services to the community. Senior Police Supervisors are assigned to serve as lieutenants in the areas of Patrol, Investigations, Professional Standards, or Emergency Management/Special Event/Accreditation, and are responsible for assigning, managing, and reviewing the work of the assigned staff within those units. The sworn staff supervised by the Senior Police Supervisor has full law enforcement authority ranging from traffic control to criminal investigations, or other administrative functions within a specific geographic jurisdiction. The Senior Police Supervisor is responsible for conducting and/or managing the functions of their assigned unit within the Police Department. This includes actively participating regularly in the required duties and tasks of their assigned work units.

Minimum Education, Knowledge, Skills, and Experience

Minimum of a bachelors degree or greater and 6 years of sworn law enforcement officer experience or an associate degree and 8 years of sworn law enforcement officer experience. At least 3 years of the experience requirement must have been in a supervisory role equivalent to a Police Sergeant or greater. Current certification from NC CJETSC as a commissioned police officer or certification eligible within an agency specified timeframe.

*For internal candidates employed as of May 7, 2023, the supervisory experience requirement is 1 year instead of 3 years.

License or Certification Required by Statute or Regulation

Certification from NC CJETSC as a commissioned police officer or certification eligible for out of state lateral hires.

Preferred Education, Knowledge, Skills, and Experience

NC Advanced Law Enforcement Certificate. Four years of sworn law enforcement officer experience at a university or college law enforcement agency preferred. At least 3 years of sworn law enforcement experience in a supervisory role equivalent to a police sergeant or greater at a university or college law enforcement agency preferred.
