- Provide advanced customer service and planning guidance to the general public, applicants, consultants, and agency staff regarding zoning, General Plan policies, development regulations, and entitlement processes.
- Manage and independently process complex planning applications, including General Plan Amendments, Specific Plan Amendments, rezoning requests, variances, conditional use permits, design review permits, subdivisions, and other discretionary land use entitlements.
- Review development proposals, building plans, parcel maps, tentative maps, and subdivision applications for compliance with local, state, and federal regulations.
- Prepare, compile, organize, and present comprehensive staff reports, findings, and recommendations for complex projects to Development Review Committees, Planning Commissions, City Councils, and other public bodies.
- Serve as a project manager for assigned planning projects, coordinating with applicants, consultants, public agencies, and client staff to ensure timely project delivery.
- Conduct field investigations, site assessments, and project evaluations; provide technical guidance and recommendations.
- Assist in the preparation and implementation of planning studies, zoning code updates, General Plan amendments, and policy development initiatives.
- Mentor and provide guidance to Associate and Assistant Planners as needed.
- Attend evening meetings and public hearings as required.
- Perform other related duties and responsibilities as required.
- Perform all work consistent with BPR's and clients' policies and procedures.
- Provide all services in an efficient, proactive, and client-focused manner.

Desired Qualifications- Six (6) or more years of progressively responsible planning experience, including experience working for a California municipality or providing municipal planning services.
- Bachelor's degree in Urban Planning, City and Regional Planning, Public Administration, Geography, Environmental Studies, or a closely related field. A Master's degree is desirable.
- Thorough knowledge of California planning, zoning, General Plan, and development laws, including the Subdivision Map Act, California Environmental Quality Act (CEQA), housing legislation, and other applicable state and local regulations.
- Demonstrated experience managing complex entitlement projects and preparing staff reports for public hearings.
- Strong written, verbal, organizational, and presentation skills.
- Ability to work independently while managing multiple priorities and deadlines.
- AICP certification is desirable but not required.
