The Grants Monitoring/Compliance Lead/Technical Expert III (TE III) serves as the subject matter expert and team lead for an assigned group of grantees. The role provides strategic oversight of federal grants administration, monitoring, compliance reviews, corrective action management, technical assistance (TA), and recipient performance assessment to strengthen accountability, compliance, and program effectiveness.
The TE III supervises, coaches, and guides assigned staff; ensures the delivery of high-quality TA and project deliverables; and communicates with JBS clients in accordance with established project guidelines.
Fundamental Requirement: This role requires extensive experience in federal grants management, compliance monitoring, program oversight, and continuous quality improvement, particularly within human services, public health, refugee, or child welfare programs. The TE III must be committed to consumer-centered, strengths-based TA that supports each grantee's continuous improvement journey.
ESSENTIAL JOB FUNCTIONS: - Oversees federal grant administration activities, including pre-award and post-award oversight, recipient performance reviews, financial analysis, monitoring activities, corrective action management, and grant closeout support.
- Leads the design and continuous improvement of monitoring and compliance review methodologies, assessment tools, protocols, interview guides, and risk-based oversight strategies.
- Directs monitoring activities, including onsite and virtual reviews, stakeholder interviews, document reviews, compliance assessments, and quality assurance efforts.
- Analyzes programmatic, operational, financial, and performance data to identify compliance risks, performance trends, best practices, and technical assistance needs.
- Serves as the primary subject matter expert for assigned recipients, providing strategic guidance to federal staff, project leadership, and stakeholders.
- Develops technical assistance resources, guidance documents, training materials, and corrective action recommendations based on monitoring findings, recipient needs, and federal priorities.
- Ensures technical assistance activities, documentation, and deliverables meet contractual requirements, project objectives, timelines, and quality standards.
- Manages client relationships and maintains ongoing communication regarding compliance issues, emerging trends, policy changes, evidence-based practices, and recommended TA approaches.
- Supervises, coaches, and develops assigned staff, fostering professional growth, effective performance, and high-quality service delivery.
- Leads the preparation and quality review of written deliverables, including monitoring and site visit reports, meeting summaries, literature reviews, technical documents, presentations, and other project products.
- Collaborates with project leadership and other technical experts to identify emerging issues, share lessons learned, improve TA delivery, and develop long-term strategies to strengthen recipient outcomes.
- Develops and monitors project budgets, consultant expenses, and other expenditures to ensure effective use of resources and compliance with contractual requirements.
- Contributes to thought leadership and business development activities, including work groups, advisory boards, opportunity research and qualification, and proposal development.

MINIMUM JOB QUALIFICATIONS: Education: Master's degree in relevant field
Experience: - At least 20 years of relevant work experience
- At least 4 years of direct program and contract management experience
- A minimum of 3 years• supervisory experience
- At least 3 years of contract or grant writing experience
- Demonstrated subject matter expertise through publications, presentations, awards, or comparable accomplishments in a relevant public health or human services area
Knowledge: - Content knowledge of current and emerging issues for assigned grant program areas
- Strengths-based approach to delivering TA and to working with others
- Knowledge of and experience with federal government contracting and grants management

Location: Remote with the consideration that if a candidate lives within a 50-mile radius of our North Bethesda or San Mateo offices, employment will be considered hybrid
