This position serves as a Senior Oracle Developer performing complex professional and advisory functions in Application Services, supporting the Illinois State Police (DoIT/ISP). In this role, you will perform advisory tasks for the large and complex Criminal History Record Information (CHRI) System. In addition, you will conduct and coordinate design and development of viable solutions for the resolution of complex issues or improving the efficiency of the system and resolve technical issues through efficient and targeted debugging, substantial technical research, and investigation.

Essential Functions

  • Under administrative direction, serves as a Senior Oracle Developer performing complex professional and advisory functions in Application Services for the Department of Innovation & Technology (DoIT)/Illinois State Police (ISP) in Law Enforcement Unit A conducting and coordinating in-depth feasibility studies and technical research to identify and meet user needs and requirements as well as for complex system conversions and enhancements.
  • Conducts and coordinates system design and development of viable solutions for the resolution of complex issues or improving the efficiency of the system.
  • Provides technical guidance to system developers for completing assignments in the most efficient and timely manner.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Development Services or a related Information Technology field.


Specialized Skills

  • Requires three (3) years of professional experience as a full stack oracle developer, demonstrating expertise in Oracle 19c/23ai database engineering, PL/SQL (triggers, packages and performance tuning), and Java 8/11 backend development, using MVC/MVVM patterns and tools including Oracle Enterprise Manager, SQL Navigator/Developer, SQL Plus to deliver complex system solutions.
  • Requires two (2) years of professional experience designing and implementing enterprise middleware and web integrations using Java Spring Boot, Oracle Application Development framework, Oracle Apex, and message-oriented middleware technologies including MQSeries, Message Broker, WebSphere, WebLogic, and Oracle REST Data Services.
  • Requires three (3) years of professional experience conducting detailed business analysis for Criminal Justice or other large-scale government systems including gathering complex user and statutory requirements and translating them into clear technical specifications for system design and enhancement.
  • Requires three (3) years of professional experience implementing cloud-native solutions using Azure or Oracle Cloud, including resource management, identity and access control, cloud architecture principles, , and Data Services (SQL/NoSQL/JSON Database, Storage). Including applying DevOps practices including CI/CD pipelines, automated build and deployment strategies, and environment management.


Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience as a full stack oracle developer, demonstrating expertise in Oracle 19c/23ai database engineering, PL/SQL (triggers, packages, and performance tuning), and Java 8/11 backend development, using MVC/MVVM patterns and tools including Oracle Enterprise Manager, SQL Navigator/Developer, SQL Plus to deliver complex system solutions.

  • Ability to analyze data logically, apply sound technical judgement, and evaluate operational or procedural problems to determine effective, efficient solutions.
  • Ability to establish and maintain cooperative and productive working relationships with agency leadership, technical teams, external partners, and end-users.
  • Written and verbal communication skills with the ability to present technical information clearly and effectively to both technical and non-technical audiences.
  • Demonstrated organizational and time-management skills with the ability to handle multiple projects, competing priorities, and deadlines in a fast-paced environment.
