Overview

The NICHD Office of OIT requires continued planning and technical support for IT application and website development and maintenance, Section 508 Compliance, database and data mart support, application infrastructure support, and other technical services including but not limited to the support of new and emerging technologies such as Artificial Intelligence (AI), Machine learning (ML)/Robotic Process Automation (RPA), NICHD and/or NIH Wide. The focus of these IT support activities is creation, development, maintenance, operation, and support of a web application infrastructure that provides an efficient, effective, reliable, and secure computing environment in support of NICHD’s and NIH’s mission and supports staff in the efficient and effective utilization of these capabilities.

Background

The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) was established as one of the 27 institutes and centers within the National Institutes of Health (NIH) in 1962. NICHD’s mission is to lead research and training to understand human development, improve reproductive health, enhance the lives of children and adolescents, and optimize abilities for all.

Responsibilities
  • Administer, maintain, and optimize enterprise Oracle database environments supporting mission-critical federal applications in development, test, and production.
  • Manage Oracle databases hosted in Microsoft Azure cloud and on-premises Linux environments, including standalone and multitenant architectures.
  • Perform database installation, configuration, upgrades, patching, security updates, and technology refreshes to maintain secure and reliable environments.
  • Implement and maintain high availability and disaster recovery solutions using Oracle Data Guard, Oracle GoldenGate, RMAN, and other enterprise technologies.
  • Monitor database performance, troubleshoot complex issues, and perform performance tuning to ensure optimal availability, scalability, and reliability.
  • Develop and execute backup and recovery strategies utilizing RMAN, Oracle Data Pump (Export/Import), Cohesity, Azure Blob Storage, and other enterprise backup solutions.
  • Manage database security by administering user accounts, roles, privileges, encryption, and access controls in accordance with federal cybersecurity requirements.
  • Support enterprise data integration by developing and maintaining database interfaces, web service connections, and data synchronization between Oracle and external systems.
  • Design, develop, and optimize SQL, PL/SQL, stored procedures, views, triggers, and database objects to support enterprise applications and reporting.
  • Collaborate with application development, infrastructure, cybersecurity, and cloud engineering teams to support production releases, database deployments, and system integrations.
  • Support Oracle Enterprise Manager (OEM) for database monitoring, job scheduling, automation, and performance management.
  • Execute database schema modifications, data migrations, DDL and DML activities, and environment refreshes to support development and production operations.
  • Develop and maintain enterprise data marts and database views to support business intelligence, analytics, and reporting solutions, including Power BI and Qlik Sense.
  • Retrieve, integrate, and manage data from enterprise data warehouses and external federal systems to support reporting and business operations.
  • Monitor daily database health, replication, scheduled jobs, and automated data loads to ensure data integrity and system availability.
  • Evaluate emerging database technologies and recommend enhancements that improve performance, security, scalability, and operational efficiency.
  • Develop, maintain, and update Standard Operating Procedures (SOPs), technical documentation, installation guides, and operational runbooks following federal lifecycle management standards.
  • Support application teams by providing database troubleshooting, production release support, test environment refreshes, and database recovery services.
  • Ensure compliance with federal security, privacy, and data protection requirements, including encryption of sensitive data at rest and in transit.
  • Participate in capacity planning, database architecture reviews, and long-term infrastructure planning to support future business needs.
  • Mentor junior database administrators and provide technical leadership, best practices, and knowledge sharing across the database administration team.
Qualifications

•More than 10 years of experience in conducting Oracle database administration. • Extensive experience in administering Oracle database in standalone and multitenant architecture on Windows/Linux/Unix on premises and in cloud environments. • Extensive experience in Oracle data guard implementation, RMAN backups, export/import, GoldenGate setup and configuration, and job scheduling and monitoring. • Strong SQL and PL/SQL, performance tuning, and troubleshooting skills.• Experience with Oracle client.• Experiences with Oracle version 19c, Oracle on Linux, and MySQL on Ubuntu are preferred.

Education

Requires BS/BA degree in related field (or equivalent)

Compensation

Anticipated Salary Range: $145,000–$185,000 

 

Actual compensation will be determined based on the selected candidate's experience, qualifications, certifications, and other business considerations.

This position is contingent upon contract award.

Location and Work Hours

Work Location: Fully Remote with occasional on site meetings in Bethesda, MD

Work Schedule: Monday through Friday, Regular Business Hours
