Senior Operations Research / Operations Analysis AnalystPosition Description: Network Runners, Inc. is seeking a Senior Operations Research / Operations Analysis Analyst to provide on-site analytical support to Commander Submarine Group Two (COMSUBGRU Two), Theater Undersea Warfare Commander (TUSWC). The Senior Analyst will apply advanced OA/OR methods to Navy warfighting planning and operations, develop predictive and decision-support analyses, improve analytical processes, train TUSWC staff, and produce implementation plans and executive-level briefings that enhance operational effectiveness and maritime homeland defense.
Duties and Responsibilities- Provide on-site OA/OR analysis support to COMSUBGRU Two TUSWC staff and identify opportunities to incorporate OA/OR methods into planning and operations.
- Collect, clean, manage, manipulate, and analyze operational data to support trend analysis, predictive analytics, and decision-making.
- Develop and document OA/OR methods, processes, procedures, algorithms, and analytical approaches for implementation by TUSWC staff.
- Apply advanced mathematics, computation, computer programming, algorithm development, and simulation to operational problem sets.
- Apply probability, statistics, optimization, stochastic modeling, queueing theory, Markov processes, Poisson processes, renewal processes, and related techniques as appropriate.
- Formulate and solve linear, nonlinear, network, and integer optimization problems.
- Use simulation and design-of-experiments techniques to evaluate alternatives and develop informed operational recommendations.
- Perform systems analysis, including risk-benefit and cost-benefit analysis, to support decisions involving systems deployment, requirements, and operational effectiveness.
- Train TUSWC staff on OA/OR methods, processes, procedures, and analytical tools.
- Coordinate with other TUSWC staffs, OA/OR subject-matter experts, Navy commands, and tool developers regarding OA/OR implementation and best practices.
- Conduct independent analysis and communicate results clearly through technical reports, white papers, decision briefs, presentations, and senior-leadership briefings.
- Support preparation of the OA/OR Support Plan, monthly status reporting, interim reviews/briefs, Final Brief, and Final OA/OR Implementation Plan.
Minimum Education / Experience / Requirements- Must be a U.S. citizen and able to satisfy all Navy facility, CAC, background-investigation, and system-access requirements applicable to the position.
- Bachelor's degree in Operations Research or Operations Analysis is required; Master of Science in Operations Research or Operations Analysis is preferred.
- Minimum of ten (10) years of experience applying operations research or operations analysis to Navy warfighting analysis.
- Strong mathematical ability and advanced computer-programming proficiency for complex analysis, algorithm development, simulation, and operational decision support.
- Demonstrated experience with data preparation, statistical analysis, probability, optimization, stochastic modeling, simulation, design of experiments, and systems analysis.
- Ability to independently conduct complex analysis and present findings and recommendations effectively both orally and in writing.
- Active Top Secret clearance with eligibility for access to Top Secret/Sensitive Compartmented Information (TS/SCI) is required for performance of this classified effort; ability to receive required NATO access/briefings is also required.
- Must comply with DoD/Navy OPSEC, Cyber Awareness, CUI, physical-security, information-security, and classified-information handling requirements.
