Full Job Description
We have multiple openings for a Senior Nuclear Enterprise Analyst to work in a dynamic and fast-paced environment. You will work with multi-disciplinary teams to deliver software and analytic capabilities on topics of importance to the nuclear enterprise, including infrastructure, workforce, and stockpile modeling and modernization program planning. These positions support the Associate Program Leader for Nuclear Weapons Evaluation and Planning, within the Weapons Infrastructure Program and reports administratively to the System and Policy Analysis Group in the Computational Engineering Division, within the Engineering Directorate. Depending on your assignment, these positions may offer a hybrid schedule, blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week. These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level. You will • Work closely with a team of systems analysts, engineers, computer scientists, and program management to design and productionize nuclear enterprise analytics tools, including those for current stockpile modernization programs. • Translate ambiguous sponsor and customer problem statements into clear analytical objectives, success criteria, data requirements, and executable analysis plans. • Lead and support efforts to collect, catalog, and interpret data for use in mathematical models, including population of databases and use of visualization tools. • Develop and apply optimization, simulation, and risk-informed analysis methods, including scenario and sensitivity/uncertainty analyses, to support decision-making under uncertainty. • Build and maintain effective collaborations and working relationships with the National Nuclear Security Administration (NNSA) and Department Of War (DOW) enterprise modeling communities, including assisting in engagement of relevant decision makers. • Lead development of software tools such as native applications, dashboards, and web-based tools that support systems analysis, operations, nuclear stockpile, infrastructure, and workforce domains. • Independently execute and perform quality assurance (QA) complex analyses and post-processing under limited direction, delivering tailored final reports and briefings that translate technical results into actionable decisions for senior sponsors. • Participate in the Systems Analysis Group, Nuclear Enterprise Working Group, and engage other team members to share relevant knowledge, opinions, and recommendations. • Perform other duties as assigned. Additional job responsibilities, at the SES.4 level • Develop creative program growth opportunities through interactions with current and potential sponsors and creation of proposals. • Serve as project coordinator and/or principal investigator for high-visibility efforts with competing priorities and loosely defined deliverables, establishing scope, milestones, decision points, and acceptance criteria to ensure on-time, high-quality delivery. • Build and maintain senior-level collaborations with NNSA, DOW, and other stakeholders by directly engaging relevant decision makers and aligning concepts to national priorities. • Build, lead, and manage multiple technical teams and supervise analysts to execute work, balance competing customer and partner priorities, and meet deadlines. • Serve as prime consultant or technical point of contact to senior-level management and external sponsors by communicating technical milestones and providing technical input to refine new concepts. Qualifications • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. • Bachelor's degree in operations research, engineering, physics, applied mathematics, computer science, economics, or a related field, or an equivalent combination of education and related experience. • Significant experience managing and/or motivating multidisciplinary teams and collaborating across disciplines and/or organizations to achieve project objectives; partnering with other laboratories and/or external organizations as necessary. • Significant experience as a project coordinator and/or principal investigator of projects with competing priorities, loosely defined deliverables, and high visibility. • Advanced knowledge and significant experience in independently executing analyses, performing post-processing, and delivering tailored reports and final deliverables under limited direction, applying strong analytical, problem-solving, and decision-making skills to solve complex problems. • Significant experience developing software applications and performing analysis with either Python, SQL, TypeScript, Go or C++, within Windows or Linux environments. • Demonstrated ability to translate ambiguous problem statements into analytical approaches, including defining objectives, success criteria, data needs, and analytical methods. • Advanced written and verbal communication skills to prepare, present, and document technical information to diverse audiences. • Significant experience working with multidisciplinary teams of scientists, engineers, analysts, and project managers to develop and apply capabilities that inform decisions. • Ability to travel off-site for sponsor and customer interaction. Additional qualifications at the SES.4 level • Highly advanced experience developing project management plans that address scope, schedule, and budget. • Demonstrated highly effective leadership of multidisciplinary teams in end-to-end, loosely defined systems analysis efforts, including framing decision problems, developing alternatives, executing trade studies, and briefing recommendations to sponsors/customers. • Expert communication, facilitation, and collaboration skills to effectively present, explain, and advise senior management, external partners, and sponsors. • Expertise in one or more computational disciplines such as risk analysis, systems analysis, decision analysis, data analytics, statistical modeling, modeling and simulation, control systems, or systems engineering. Qualifications We Desire • Master's degree or PhD in operations research, engineering, physics, applied mathematics, computer science, economics, or a related field, or an equivalent combination of education and related experience. • Significant experience collaborating with the DOE, NNSA and DOW and/or other interagency partners. • Significant experience and interest in applying AI tools in technical workflows, including evaluation of outputs for correctness, bias/hallucination risk, protection of sensitive information, and integration into repeatable processes. • Experience mentoring and developing junior staff. Pay Range $175,530 - $267,060 Annually $175,530 - $222,564 Annually for the SES.3 level $210,630 - $267,060 Annually for the SES.4 level This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
