Full Job Description
ICF's Disaster Management Division seeks a Senior Manager, Strategic Resilience, who will support clients in implementing federally- and state-funded grant projects, specifically in the energy sector. This position is Remote in the United States with travel. Must have experience focused on FEMA-funded mitigation, energy infrastructure modernization, and/or resilience/sustainability in these areas.

Compensation: While the range below is broader, this position will offer a base salary 120-140's, firm. Offer based on % of job description match and location.

The Senior Manager will work with ICF staff and our clients to deliver grant and program management support across opportunities funded by federal and state agencies including the Federal Emergency Management Agency (FEMA), Department of Energy (DOE), Department of Transportation, Environmental Protection Agency (EPA), and Department of Commerce. The successful candidate will be charged with the flawless execution of programs, anticipating and meeting client's needs, and strategically positioning the company's resources and expertise to grow the business.

The ideal candidate will be a proven expert with a track record of superior execution and growth and will be responsible for ensuring that programs are positioned to optimize grant resource allocation, build strong solutions to impacted areas, and provide strong risk management. The candidate should be familiar with the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) and successful implementation of innovation and resilience strategies. Key Responsibilities:

  • Lead the development, coordination, and operation of various large, complex federally funded programs, focused on infrastructure modernization and resilience, from start up through closeout.
  • Establish and maintain strong relationships with senior client staff, stakeholder groups, and project teams.
  • Record and report on stakeholder compliance with project schedules and appropriately identify and escalate non-performance.
  • Manage delivery of project tasks, activities, milestones and resources, developing, maintaining, and managing project requirements, plans, timeline, issues, risks and challenges
  • Support the implementation of improvement opportunities, including evaluating and implementing new processes, tools and technologies.
  • Lead all necessary high profile, program-wide public presentations, and stakeholder meetings.
  • Coordinate clients' innovation and resilience priorities, secure grant funding, and successfully implement federally and state-funded programs in compliance.
  • Lead, coordinate, and evaluate performance of all project staff, including subcontractors.
  • Coordinate across critical infrastructure and natural hazard disciplines to deliver high-quality strategies and advice to clients.
  • Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for FEMA, BIL and IRA related program, and similar programs/projects.
  • Monitor program performance status and establish necessary quality control tools to manage and measure programs results.
  • Serve as the key project interface with ICF leadership, delivering updates on milestones/challenges, and using data-driven reporting and analysis to inform decisions.

MUST HAVE Qualifications:
• Bachelor's Degree in a relevant field.
• 8+ years of experience and demonstrated success managing complex multi-disciplinary teams to achieve high levels of production, meet tight deadlines, and deliver compliant, quality work products.
• 5+ years of FEMA, DOE, EPA, and/or other federal or state agency project management experience focused on infrastructure modernization, clean energy transition and/or resilience/sustainability.
• Willing and able to travel (flight and vehicle) throughout the United States for work needs.
• Must have a valid current U.S. driver's license and can successfully pass a Motor Vehicle Records (MVR) check.

Preferred Skills/Experience: (These may provide more edge and preference than candidates who have only the required skills)
• Master's or higher-level degree in a related field.
• Experience in the energy sector, specifically working with utilities, Federal agencies and/or state energy offices.
• Familiarity with disaster planning, recovery, and mitigation, and using grants management systems.
• Experience managing contracts of $5 million or greater.
• Certification as a Project Management Professional (PMP).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:
$119,323.00 - $202,850.00
